Probing the relationship between German political economy and everyday fiscal administration, The Disordered Police State focuses on the cameral sciences—a peculiarly German body of knowledge designed to train state officials—and in so doing offers a new vision of science and practice during the seventeenth and eighteenth-centuries. Andre Wakefield shows that the cameral sciences were at once natural, technological, and economic disciplines, but, more important, they also were strategic sciences, designed to procure patronage for their authors and good publicity for the German principalities in which they lived and worked. Cameralism, then, was the public face of the prince's most secret affairs; as such, it was an essentially dishonest enterprise. In an entertaining series of case studies on mining, textiles, forestry, and universities, Wakefield portrays cameralists in their own gritty terms. The result is a revolutionary new understanding about how the sciences created and maintained an image of the well-ordered police state in early modern Germany. In raising doubts about the status of these German sciences of the state, Wakefield ultimately questions many of our accepted narratives about science, culture, and society in early modern Europe.

The Viennese Jesuit court astronomer Maximilian Hell was a key figure in the eighteenth-century circulation of knowledge. He was already famous by the time of his celebrated 1769 expedition for the observation of the transit of Venus in northern Scandinavia. However, the 1773 suppression of his order forced Hell to develop ingenious strategies of accommodation to changing international and domestic circumstances. Through a study of his career in local, regional, imperial, and global contexts, this book sheds new light on the complex relationship between the Enlightenment, Catholicism, administrative and academic reform in the Habsburg monarchy, and the practices and ends of cultivating science in the Republic of Letters around the end of the first era of the Society of Jesus.

The study of police history in Scotland has largely been neglected. Little is known about the Scottish police's origins, development and character despite growing interest in the machinery of law enforcement in other parts of the United Kingdom. This book seeks to remedy this deficiency. Based on extensive archival research, its central aim is to provide an in-depth analysis of the economic, social, intellectual and political factors that shaped police reform, development and policy in Scottish burghs during the 'Age of Improvement'. The key issues addressed include: the workings of traditional forms of law enforcement and why these were increasingly deemed to be unsuitable by the late eighteenth and early nineteenth centuries; why, and in what ways, the pattern, nature and origins of police development in urban Scotland differed from elsewhere in Britain; in what ways the Scottish police model compared and contrasted with other British models; the impact of police reform on urban governance and the struggle between social groups for control of the local state; the concerns and priorities behind police policy. This book examines the causes and consequences of a major transformation in both domestic and international politics: the shift from dynastically legitimated monarchical sovereignty to popularly legitimated national sovereignty. It analyzes the impact of Enlightenment discourse on politics in eighteenth-century Europe and the United States, showing how that discourse facilitated new authority struggles in Old Regime Europe, shaped the American and French Revolutions, and influenced the relationships between the revolutionary regimes and the international system. The interaction between traditional and democratic ideas of legitimacy transformed the international system by the early nineteenth century, when people began to take for granted the desirability of equality, individual rights, and restraint of power. Using an interpretive, historically sensitive approach to international relations, the author considers the complex interplay between elite discourses about political legitimacy and strategic power struggles within and among states. She shows how culture, power, and interests interacted to produce a crucial yet poorly understood case of international change. The book not only shows the limits of liberal and realist theories of international relations, but also demonstrates how aspects of these theories can be integrated with insights derived from a constructivist perspective that takes culture and legitimacy seriously. The author finds that cultural contests over the terms of political legitimacy constitute one of the central mechanisms by which the character of sovereignty is transformed in the international system--a conclusion as true today as it was in the eighteenth century.

This book examines the relationship between authoritarian policing and the modernization of postwar Germany’s largest state in a passage from postwar crisis to consumer prosperity. Early in this transition, pre-Nazi (but also pre-liberal-democratic) authoritarian police traditions reemerged to meet the challenges of public order in the U.S. occupation. Authoritarian policing then helped define the evolving relationship between society and state during the economic miracle of the 1950s. However, this regime’s success in midwifing a new, post-agricultural society led to its obsolescence and disappearance by the mid-1960s. This story highlights the role of state authoritarianism in the emergence of prosperous post-ideological societies during the later twentieth century.
