This book posits that democracy promotion played a key role in the Reagan administration’s Cold War foreign policy. It analyzes the democracy initiatives launched under Reagan and the role of administration officials, neoconservatives and non-state actors, such as the National Endowment for Democracy (NED), in shaping a new model of democracy promotion, characterized by aid to foreign political movements and the spread of neoliberal economics. The book discusses the ideological, strategic and organizational aspects of U.S. democracy promotion in the 1980s, then analyzes case studies of democracy promotion in the Soviet bloc and in U.S.-allied dictatorships in Latin America and East Asia, and, finally, reflects on the legacy of Reagan’s democracy promotion and its influence on Clinton, Bush and Obama. Based on new research and archival documents, this book shows that the development of democracy promotion under Reagan laid the foundations for US post-Cold War foreign policy.

The nation has compelling reasons to reduce its consumption of oil and emissions of carbon dioxide. Plug-in hybrid electric vehicles (PHEVs) promise to contribute to both goals by allowing some miles to be driven on electricity drawn from the grid, with an internal combustion engine that kicks in when the batteries are discharged. However, while battery technology has made great strides in recent years, batteries are still very expensive. Transitions to Alternative Transportation Technologies-Plug-in Hybrid Electric Vehicles builds on a 2008 National Research Council report on hydrogen fuel cell vehicles. The present volume reviews the current and projected technology status of PHEVs; considers the factors that will affect how rapidly PHEVs could enter the marketplace, including the interface with the electric transmission and distribution system; determines a maximum practical penetration rate for PHEVs consistent with the time frame and factors considered in the 2008 Hydrogen report; and incorporates PHEVs into the models used in the hydrogen study to estimate the costs and impacts on petroleum consumption and carbon dioxide emissions.

For a century, almost all light-duty vehicles (LDVs) have been powered by internal combustion engines operating on petroleum fuels. Energy security concerns about petroleum imports and the effect of greenhouse gas (GHG) emissions on global climate are driving interest in alternatives. Transitions to Alternative Vehicles and Fuels assesses the potential for reducing petroleum consumption and GHG emissions by 80 percent across the U.S. LDV fleet by 2050, relative to 2005. This report examines the current capability and estimated future performance and costs for each vehicle type and non-petroleum-based fuel technology as options that could significantly contribute to these goals. By analyzing scenarios that combine various fuel and vehicle pathways, the report also identifies barriers to implementation of these technologies and suggests policies to achieve the desired reductions. Several scenarios are promising, but strong, and effective policies such as research and development, subsidies, energy taxes, or regulations will be necessary to overcome barriers, such as cost and consumer choice.

Managing Transitions examines the history and roles of China's minor parties and groups (MPG's) in the Chinese Communist Party's (CCP) united front between the 1930's and 1990's using Antonio Gramsci's principles for the winning and maintaining of hegemony. Gramsci advocated a "war of position," the building of political alliances to isolate existing state powers and win consent for revolutionary rule and transform society. Economic reform is now creating new socio-economic groups and the CCP is adjusting the united front and the MPGs to co-opt their representatives and deliberately forestall the evolution of an autonomous civil society and middle class which could challenge CCP rule. This has resulted in a new and expanding role for the united front, the MPGs and organisations representing the new interest groups.

The world is at a pivotal crossroad in energy choices. There is a strong sense that our use of energy must be more sustainable. Moreover, many also broadly agree that a way must be found to rely increasingly on lower carbon energy sources. However, no single or clear solution exists on the means to carry out such a shift at either a national or international level. Traditional energy planning (when done) has revolved around limited cost projections that often fail to take longer term evidence and interactions of a wider set of factors into account. The good news is that evidence does exist on such change in case studies of different nations shifting toward low-carbon energy approaches. In fact, such shifts can occur quite quickly at times, alongside industrial and societal advance, innovation, and policy learning. These types of insights will be important for informing energy debates and decision-making going forward. Low Carbon Energy Transitions: Turning Points in National Policy and Innovation takes an in-depth look at four energy transitions that have occurred since the global oil crisis of 1973: Brazilian biofuels, Danish wind power, French nuclear power, and Icelandic geothermal energy. The collapse of centrally administered socialism in Russia and Eastern Europe resulted in what is commonly referred to as the transition problem: the transformation from a centrally administered socialist economic system to one that is market-based. Economic science has been faced with the challenge of developing an appropriate body of analysis, advice, and direction to help other nations that may be undergoing this process. In this volume, John Marangos adopts a political economy approach that yields alternative models of transition. The volume develops transition models from what Marangos defines as the primary elements of six variables: (1) economic analysis; (2) definitions of the Good Society; (3) speed of transition; (4) political structure; (5) ideological structure; and (6) initial conditions. The models developed include: the shock therapy model, the neoclassical gradualist model of transition, the post Keynesian model, the pluralistic market, the socialist model, and the non-pluralistic market socialist model. After identifying the primary elements of each transition model, Marangos considers the elements of each model with respect to the desirable reforms. An essential element of the transition process is not only to identify the necessary reforms but also a sequence in which the reforms should be introduced. For each transition model developed in this book, a set of primary and secondary elements were provided in conjunction with a sequence of reforms. Analyzing the transition problem from a political economy perspective, Marangos shows that it is possible to have inconsistencies within each transition model and between transition models yet be able to identify the potential for implementation and maintenance of necessary reforms each model recommends. This volume contributes to the understanding of the process of transition, with the objective of identifying an optimal model of transition.
