A generous endowment of natural resources should favour rapid economic and social development. The experience of countries like Angola and Iraq, however, suggests that resource wealth often proves a curse rather than a blessing. Billions of dollars from resource exploitation benefit repressive regimes and rebel groups, at a massive cost for local populations. This Adelphi Paper analyses the economic and political vulnerability of resource-dependent countries; assesses how resources influence the likelihood and course of conflicts; and discusses current initiatives to improve resource governance in the interest of peace. It concludes that long-term stability in resource-exporting regions will depend on their developmental outcomes, and calls for a broad reform agenda prioritising the basic needs and security of local populations.

Cultivating Peace: Contexts, Practices and Multidimensional Models moves away from negative connotations associated with the concept of post-conflict peacebuilding. It embraces a multiplicity of trans-disciplinary approaches to peacebuilding, mostly coinciding with the eco-horticultural metaphor of peace cultivation. Ultimately, the idea of cultivating peace embodies love and compassion, while utilising local knowledge, expertise and wisdom to do no harm. Using various case studies from across the world, the narratives and insights in this book present diverse facets of peacebuilding, yet all contribute constructive lessons. The chapters cover three general themes. Some examine the structural and discursive causes of violence and how to improve situations where violence is evident, or to prevent it from breaking out. Others deal with the aftermath of violence and how to reconcile and restore shattered lives and societies. Looking beyond and beneath the macro level, this book examines the processes and outcomes of the interaction of economic reforms and socio-economic peacebuilding programmes with, and international interventions in, people’s lived realities in conflict-affected societies. The contributions argue that disregarding socio-economic aspects of peace and how they relate to the everyday leaves a vacuum in the understanding of the formation of post-conflict economies. To address this gap, the book outlines and deploys the concept of ‘post-conflict economy formation’. This is a multifaceted phenomenon, including both formal and informal processes that occur in the post-conflict period and contribute to the introduction, adjustment, or abolition of economic practices, institutions, and rules that inform the transformation of the socio-economic fabric of the society. The contributions engage with existing statebuilding and peacebuilding debates, while bringing in critical political economy perspectives. Specifically, they analyse processes of post-conflict economy formation and the navigation between livelihood needs; local translations of the liberal hegemonic order; and different, sparse manifestations of welfare states. The book concludes that a sustainable peace requires the formation of peace economies: economies that work towards reducing structural inequalities and grievances of the (pre-)conflict period, as well as addressing the livelihood concerns of citizens. This volume presents the research analysis of a range of scholars and experts on post conflict peacebuilding and international law from a variety of perspectives and missions. The selected essays show that peacebuilding, like the concept of peacekeeping, is not specifically provided for in the UN Charter. They also demonstrate that the record of peacebuilding, like that of peacekeeping, is varied and while both concepts are intrinsically linked, neither lends itself to precise definition. The essays consider the historical approaches to peacebuilding such as the role played by the UN in the Congo in the early 1960s and the work of the United States and its allies in rebuilding Germany and Japan in the aftermath of World War II. Finally, essays consider the major challenge for contemporary peacebuilding operations to make international administrations accountable and to ensure the involvement of the international community in helping rebuild communities and prevent the resurgence of violence.
