En este libro se examinan las diversas formas de intervención parlamentaria en el nombramiento de Autoridades públicas, prestando especial atención a la elección de cargos, que denominamos función electoral del Parlamento. Se analizan, en primer lugar, la autorización de las propuestas de nombramiento de cargos presentadas por el Gobierno (forma propia del Senado de los Estados Unidos y, por extensión, de los Parlamentos de los sistemas presidencialistas), la designación por acto de la Presidencia de la Cámara (modalidad específica de los Parlamentos de los regímenes semi-presidencialistas) y otras formas menores, tales como la presentación y preselección de candidatos o la emisión de informes no vinculantes sobre las propuestas gubernativas de nombramientos. Seguidamente, se abordan las distintas cuestiones problemáticas relacionadas con la función electoral del Parlamento: su evolución histórica, su configuración como forma de participación en el nombramiento de cargos propia de las Cámaras de los regímenes parlamentarios, su caracterización como función parlamentaria, la tipología de las Autoridades de elección parlamentaria, los procedimientos parlamentarios electorales o el origen y el significado actual de sus distorsiones prácticas y normativas.
