Inhaltsangabe:Einleitung: In den letzten Jahrzehnten ist ein starkes zahlenmäßiges Wachstum und eine Bedeutungszunahme internationaler Organisationen festzustellen. Internationale Organisation sind neben einzelnen Staaten zu den wichtigsten Akteuren auf der internationalen politischen und wirtschaftlichen Ebene geworden. Besonders bedeutsam und einflussreich ist hierbei die Europäische Union (EU). Wodurch sind diese Beobachtungen zu erklären? Welche Vorteile bietet eine institutionalisierte Zusammenarbeit in internationalen Organisationen? Welche Nachteile gehen damit einher? Gang der Untersuchung: Eine Antwort auf diese Fragen soll in mit Hilfe des Theoriegebäudes der Neuen Politischen Ökonomie (oder auch Public Choice) gefunden werden. Dieser Ansatz übertragt Analysemethoden der Ökonomie auf außerökonomische, hier politische Prozesse. Die beschriebene Vorgehensweise wird auf den konkreten Beispielfall, die EU, angewandt. Teil I stellt das Konzept der Neuen Politischen Ökonomie dar, erläutert ihre Grundannahmen und umreißt die Anwendungsgebiete der Theorie. Weiterhin wird der Begriff der Internationalen Organisation definiert und am konkreten Beispiel der Europäischen Union näher spezifiziert. Darauf aufbauend analysiert Teil II die Gründung einer internationalen Organisation kontrakttheoretisch. Es wird die Notwendigkeit von Regeln für gesellschaftliches Zusammenleben anhand der Gesellschaftstheorien von Buchanan und Rawls auf unterschiedliche Art und Weise begründet. Am Schluss dieses Abschnitts erfolgt ein Vergleich der Verfassungstheorien mit der Realentwicklung der EU. Teil III untersucht Ursachen für Konfliktpotentiale und Funktionsprobleme in internationalen Organisationen, insbesondere Probleme verschiedenartiger Interessen, mangelnder Kontrollmöglichkeiten sowie Effizienzprobleme. Auf die EU bezogen, werden daher Probleme der europäischen Integration angesprochen, Interaktionsverhältnisse zwischen Akteuren innerhalb der EU transparent gemacht. Abschließend erfolgt exemplarisch die Darstellung des Protektionismusverhaltens der EU. In Teil IV wird die normative Frage nach der Politik einer idealen internationalen Organisation gestellt und nach der Vermeidbarkeit von Funktionsproblemen. Vor allem werden allgemeine und EU-spezifische Politikempfehlungen angesprochen. The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity.
