This book examines water resource management in China’s electric power sector and the implications for energy provision in the face of an emerging national water crisis and global climate change. Over 75% of China’s current electricity comes from coal. Coal-fired power plants are reliant on water, with plants using significant volumes of water every year, yet water resources are unevenly distributed. In the face of serious environmental concerns and increasing electricity demand, this book examines the environmental impacts that coal power plants have on water resources and the impact water availability has on the electricity sector in a country with a significant number of water-scarce provinces and a large number of power plants located on inland waterways. It discusses the water impacts and constraints for transforming the electric power sector away from coal to renewable energy sources, such as hydropower and concentrated solar power. The book adopts a mix-method approach, combining a plant-level quantitative analysis on water impacts and dependencies in China’s electricity sector and a qualitative analysis of relevant institutions in both sectors. By reviewing policy and institution cases in China’s water and electricity sectors, the book provides important recommendations calling for coordinated institutions to shift away from the current paradigm where water and electricity are governed independently. Enriching the water-energy nexus literature, this book will be of great interest to students and scholars working on water resource management, energy industries and Chinese environmental policy, as well as policymakers and practitioners in those fields.

This report reviews China's water scarcity situation, assesses the policy and institutional requirements for addressing it, and recommends key areas for strengthening and reform. It is a synthesis of the main findings and recommendations from analytical work and case studies prepared under the World Bank Analytical and Advisory Assistance (AAA) program entitled 'Addressing China's Water Scarcity: from Analysis to Action.' These studies focus on several strategically important thematic areas for China where additional research was needed, as identified by the research team and advisory group based on a review of pressing issues. These areas are governance, water rights, pricing, ecological compensation, pollution control, and emergency response. The approach has been to evaluate Chinese and international experience to identify policy and institutional factors that have proven effective in promoting the adoption of water conservation and pollution reduction technologies. Water and energy are inextricably linked and mutually dependent, with each affecting the others availability. Since 2009, the Government Accountability Office (GAO) has issued five reports on the interdependencies between energy and water. These reports have shown that a considerable amount of water is used to cool thermoelectric power plants, grow feedstocks and produce biofuels, and extract oil and natural gas. Some of these sources of energy may also negatively affect water quality. In addition, developing oil and gas resources can product wastewater, known as 'produced water', that must be managed or treated. Conversely, significant amounts of energy are needed to extract, transport, treat, and use water in urban areas. This book identifies key energy-water nexus issues that Congress and federal agencies need to consider when developing and implementing national policies for energy and water resources.

The United States and China are the world's top two energy consumers and, as of 2010, the two largest economies. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.
