Long after the debates about tertiarisation and post-industrial society, deindustrialisation is a hot topic again. An important example is the future of the German car industry. Some people believe that the forces of climate policy and digitalisation will lead to a smooth shift from selling internal combustion cars to battery electric ones. We show that things are much more difficult by distinguishing three different futures. First, a pink scenario of global industrial expansion based on electric cars and renewable electricity, then, a black scenario of a shrinking market for German cars and a global car fleet far from reaching climate neutrality by 2050, finally a green scenario where carbon neutral self-driving robotaxis and shuttles on demand help realise the goals of the Paris accord and where the German car industry embraces digitalisation to sell mobility as a service, bridging the divide between private and public transport. Moreover, the pattern of incremental innovations the German innovation system is locked in is a problem. Germany needs to renew the creative capacity it had when the invention of the automobile planted the seed of the German car industry. This will require patient research able to analyse and foster an unprecedented economic transition. We explain and propose the multisectoral approach to economic dynamics developed at the interface of mathematics and economics by John von Neumann because it offers an adequate starting point for this indispensable effort.

This study focuses on the economic effects of the phenomenon of the electrification of powertrains in passenger cars (e-mobility). The automotive industry is one of the leading sectors in Germany and the country is one of the world's leading car producers. Therefore the economic impact could be extensive. Using the scenario technique, a number of assumptions have been made and integrated into the QINFORGE analytical tool. At the beginning of the scenario, the underlying assumptions have a positive effect on the economic development. However, in the long run they lead to a lower GDP and level of employment. The change in technology will lead to 114,000 job cuts by the end of 2035. The economy as a whole will lose nearly 20 billion euros (0.6 % of the GDP). In the scenario, we assumed a share of only 23 percent of electric cars as compared to all new registered cars in 2035. The electrification of powertrains will have negative effects especially on skilled workers. The demand for specialist and expert activities will also decrease with a time delay. A much higher market penetration could lead to stronger economic effects. Furthermore, a higher market share of domestically produced cars and traction batteries could generate more positive economic effects.

The aim of this thesis is to recommend a holistic national electric vehicle policy that ensures the scaling up of electric vehicle sales in Germany. The recommendation is based on an analysis of the transferability of Norwegian electric vehicle policies to Germany, on 16 interviews with experts on electromobility and car dealers and on a survey review of consumer attitude toward electromobility in Germany. To condense the different findings, a framework for the future of electromobility in Germany is developed. This framework demonstrates the need for a comprehensive national electromobility strategy and highlights three distinct key success factors for the scaling up of electric vehicle sales: EV technology, EV infrastructure and EV price-performance. The research allows the following recommendations for the German government: it should deploy a comprehensive electric vehicle policy by the introduction of a holistic national strategy, the subsidized expansion of EV infrastructure and the strengthening of non-financial electric vehicle incentives. The refinancing of the recommended infrastructure subsidies can be guaranteed by increasing the mineral oil tax on diesel by 1.67 cents per liter. The implementation of the policy recommendations is essential to achieve a reduction of carbon dioxide emissions in the transportation sector and the objective of carbon neutrality by 2050.
