As the twenty-first century approaches, the number of full-time, active duty personnel in the U.S. military (excluding the Reserves and National Guard) is about 1.4 million, the lowest level since before World War II. Nevertheless, the U.S. military is supposed to be prepared to fight two major-theater wars almost simultaneously while conducting peacekeeping operations and other assignments around the globe. To fulfill this wide range of missions, the U.S. military must continue to rely on the Reserves and National Guard, which are known collectively as the reserve components. The current number of reserve components is almost equal to the number of active duty personnel. In the case of the U.S. Army, the number of reserves is double the number of active personnel. This study addresses how technology can be used to improve the readiness and effectiveness of the reserve components and their integration with the active components. Many technologies are expected to enhance the capabilities of the U.S. military in the twenty-first century, including precision weapons, high-fidelity sensors, long-range surveillance, enhanced stealth characteristics, and advanced communications and information systems. This study reaffirms the importance of improved communication and information systems, for improving comprehensive training and accelerating the mobilization of reserve components for military missions in the coming decade. Although programs using these technologies are already under way in both the reserve and active components of the military, this study focuses on the effectiveness of reserve components and active-reserve integration.

The objective of this study is to develop the impact of changing trends in political, social, financial and technological environments on the future Reserve Components System of the Japanese Ground Self-Defense Force (GSDF) in order to recommend some alternative courses of action to improve the current GSDF reserve system. This essay concludes that a new role for the reserve compoments, besides the traditional role in a post-mobilization phase, is necessary to lighten the heavy burden on active components in peacetime and that a new approach to manpower acquisition will be required to meet the challenges of Japan's complex social structure. Additionally, it argues that some other improvements relative to Active/Reserve mix ratio, affiliation programs and mobilization authority will be necessary to increase readiness in the Total Force structure. This study examined all seven reserve components -- the Army and Air National Guards, the Army Reserve, the Air Force Reserve, the Navy Reserve, the Marine Corps Reserve and the Coast Guard Reserve -- and focused on the core strategic issues that will form the future building blocks of a sound, sustainable Reserve Component. A core theme of the study is that the Reserve Component is not monolithic, and there are few, if any, one-size-fits-all solutions. Many of the recommendations in the study are most relevant to the Army National Guard and the Army Reserve because the challenges inherent in transitioning to serving as part of an operational force are greatest for these two reserve components. Others are applicable at least conceptually for all seven Reserve Component organizations. The study makes more than forty findings and recommendations on a wide range of issues of strategic importance to the Reserve Component. At the same time, it recognizes that many issues remain that require serious attention over the next several years.

The reserves, in one form or another, have been around for a very long time and will be a major player for an equally long time to come. Current thinking, in spite of the recent current events, is that the military must build down to meet anticipated defense budget reductions. There are a number of studies looking at ways to scale back or reorganize the military and numerous initiatives being considered to reduce defense costs. Many of these, however, are extremely complex and sensitive and will take a great deal of time to produce any results, if an agreement can even be reached. The Reserve Component, as is the case with most of the military, has over time grown in such a way that there is a vast amount of duplication. The mere fact that the reserves are divided into the U.S. Army Reserve and the National Guard substantiates this verity. This paper suggests the combining of these two and addresses what to do with all of the various elements that are essentially duplications between them. The author realizes the political implications of accomplishing such a move, but remains objective throughout and sees a future wherein pet rocks and individual interests must be set aside in favor of the practical and realistic ends.

This executive summary presents the major findings and conclusions of the study, which examines the structure and appropriate mix of active and reserve forces. The study analyzes policy issues surrounding the Total Force (that is, active and reserve forces), to include history and effectiveness during the Persian Gulf War. It also evaluates several mixes of active and reserve forces assuming a range of manning and funding levels. With respect to land forces, the study estimated how long it took different types of units to prepare for combat, concluding that reserve support units were the most critical because they managed the overseas deployments, but the readiness of reserve combat units was the most controversial. The study estimated it would take 128 days to prepare a brigade-sized unit for combat. A number of techniques could reduce that time, but rounding out active units at a lower level (e.g., company or battalion) offered the greatest potential for saving time. The study contains detailed analyses of force structures for Army, Navy, Air Force and Marine Corps units. It also addresses the ability to sustain different reserve structures and ways to improve the readiness of reserve combat forces.

This report provides background and recommendations to inform decisions regarding the future role of the Reserve Component that are consistent with the 2010 Quadrennial Defense Review Report. It examines the roles for which the Reserve Components are best suited, and the best ways to optimize their capabilities and strengths. This report identifies the environment needed to provide a trained, equipped, ready and available Reserve Component; presents options for future force rebalancing considerations; and identifies necessary revisions to law, policy and doctrine. The findings validate some common themes from past studies while providing instructive insights for charting a course for the future. Although the body of this report does not address the absolute cost of each Service's Reserve Component, it makes clear the value of those organizations. The fundamental conclusion of the report is that the Quadrennial Defense Review was correct in its assessment that the National Guard and Reserve, if employed judiciously and with strategic acumen, can effectively contribute to the National Security Strategy even beyond contemporary expectations. It makes clear that decisions regarding the future role of the Reserve Components and the balance between active and reserve forces must be seen through the lens of the All-Volunteer Force. Doing so will require a Reserve Component that is both capable and sustainable. 1. Costs. Establishing a common Departmental baseline costing methodology for the Total Force and identifying the instances where such common baseline costing is not feasible. 2. Uses. Leveraging Departmental plans for the future to best determine how to use the capabilities and capacities of the Guard and Reserve to best advantage during drill time, periods of Active Duty, and during mobilization. 3. Roles. Determining those roles for which the Guard and Reserve are well suited and where Guard and Reserve forces should be considered as a force of first choice. 4. Standards. Determining the conditions and standards that provide for a trained, equipped, ready, and available Guard and Reserve in order to meet the demands of the Total Force while maintaining the support of service members, their families and employers. 5. Rebalancing. Proposing recommendations on rebalancing the mix of Active and Reserve Components to meet demands of the Combatant Commands based on the Guidance for Employment of the Force (GEF) and the cost-benefit analysis of these proposals. 6. Changes. Proposing needed law, policy, and doctrinal changes required to meet the demands and conditions determined in Objectives 2-5 above.
