L’édition 2022 de La situation des marchés des produits agricoles examine de quelle façon les politiques commerciales fondées sur des approches multilatérales et des approches régionales peuvent permettre de relever les défis actuels du développement durable. Les politiques commerciales relatives à l’alimentation et à l’agriculture doivent avoir pour finalité de protéger la sécurité alimentaire au niveau mondial, d’aider à concilier les objectifs économiques et les objectifs environnementaux, et de renforcer la résilience du système agroalimentaire mondial face aux chocs tels que les conflits, les pandémies et les phénomènes météorologiques extrêmes. Le rapport examine la géographie du commerce international, au moyen d’une analyse portant sur les échanges de produits alimentaires et agricoles, leur configuration entre les pays et les régions, les facteurs qui les influencent et le cadre dans lequel ils s’inscrivent sur le plan des politiques commerciales. Les avantages comparatifs, les politiques commerciales et le coût des échanges conditionnent la structure du commerce alimentaire et agricole. Lorsque l’avantage comparatif entre en jeu sur le marché mondial, le commerce profite à tous les pays. La réduction des obstacles tarifaires et du coût des échanges peut avoir pour effet de stimuler le commerce et la croissance économique. Les accords commerciaux aussi bien multilatéraux que régionaux peuvent contribuer à faire du commerce un levier de croissance, mais les gains obtenus se répartissent de manière inégale. Face aux impacts environnementaux mondiaux, tels que le changement climatique, une approche multilatérale du commerce peut contribuer à étendre la portée des mesures d’atténuation.
