Excerpt from Gambling Outrages: Or Improving the Breed, of Horses at the Expense of Public Morals For years the laws against gambling have been openly violated. Professional gamblers from this and other States have been permitted to go from county to county with their unlawful paraphernalia and ply their schemes of robbery, surrounded by an atmosphere filled with rumors of bribery and corruption of officials. Public sentiment has sustained the enforcement of the laws against these dishonest schemes of getting another's property for nothing in New York and Queens Counties. For years Kings County has unlawfully afforded gamblers opportunity to rob the people and has protected them from punishment. A judge from the bench as far back as June, 1884, proclaimed these violations of law in Gravesend as "flagrant, persistent, and open." Still the warning has been unheeded, the laws ever since have continued to be trampled under foot, and an appeal to the public is rendered necessary. The facts published herein are published because they are facts. It is hoped that a full, frank, and faithful history of these outrages may promote a public sentiment strong enough to secure the rigid enforcement of laws as they now exist, and defeat the infamous attempt to repeal them in the interest of professional gamblers. Why are we outraged? The United States is outraged because no taxes are paid on the $6 billion that is shipped abroad. The misery and expenses that follows internet gambling is distributed among the various states, however.Several solutions to the lack of jurisdiction over internet gambling sites have been proposed. First, the 2006 Act forbids Internet sites from receiving money from U.S. financial institutions and forbids U.S. financial institutions from sending payments to foreign sites. Second, Ryan Landes proposes a voluntary regulation of foreign sites, who agree to reduce underage gambling and fraud, as well as pay taxes. Landes argues that these are the key problems with internet gambling. His proposal reads like a wish list for existing quot;bricks and mortarquot; casinos as it would permit them to own internet gambling sites. My proposal is related, but different.I argue that, if the foreign site agrees to pay taxes and will work to reduce underage gambling and fraud, we will allow their quot;designated employeesquot; to visit the U.S. Pointedly, I do not open the door to American casinos to operate internet gambling sites, nor propose a new agency. In the final analysis, the costs of gambling may exceed its benefits.
