Using three case studies, the United Kingdom, Poland, and Pakistan, Rincker shows how decentralization reforms lead to women's empowerment create new institutional offices as power shifts from the national level to a meso-tier level, which is located between the national government and local municipalities. She indicates that three conditions, "the gender policy trifecta," need to be met to achieve this: legislative gender quotas, women's policy agencies, and gender-responsive budgeting.

Based on a large number of interviews with women politicians of many generations and women who have entered the three-tier Panchayati Raj institutions since the mid-1990s in Kerala, this book tries to initiate fresh debate on the impact of the large-scale induction of women into the institutions of local self-government in India. The State of Kerala has been hailed as a success story in accommodating gender concerns in local-level planning and political decentralisation; this conclusion has been based on relatively simple evaluative exercises that ask whether women of diverse backgrounds have gained entry into formal institutions of governance or not. This book seeks to place political decentralisation and its possibilities for women within the historical and contemporary contexts. Against the popular assumption that the liberal feminist promise made by the state will be delivered, say, once the noxious influence of male relatives is removed, the book points to the multiple social forces that shape possibilities and hindrances for women, and reshape gender divisions in the political field. The book thus pays attention to women in both local governance and politics. Secondly, it examines how women have utilised, extended, survived within or subverted these spaces. In the present context in which fifty per cent of the seats in the institutions of local self-government are being reserved for women, and there exists considerable skepticism about reservations for women in the Parliament, this book offers reflections on both local governance and ‘high’ politics. Whether decentralization, and particularly devolution and federalism, is advantageous or disadvantageous for women is a long-debated issue. The effectiveness of decentralization in promoting gender equality depends on how the system is designed, the quality of implementation planning and the adequacy of resources. Decentralization processes, nevertheless, are particularly fertile ground for enhanced and systematic women’s engagement, with numerous avenues for mobilization and advocacy throughout the long period of interpretation, implementation and enforcement, which can be harnessed by women to shape what decentralization will look like in practical terms. The Fourth Women Constitution-Makers’ Dialogue focused on decentralization from a technical and empirical perspective to support women constitution-makers engaged in constitution-building processes and constitutional implementation through knowledge transfer and comparative experience sharing.

Decentralization - an essential pillar of institutional reform - is of critical importance in developing countries, particularly in regard to democratization, effective development, and good governance. Uganda, since 1986 and the start of decentralization measures under Yoweri Museveni and the National Resistance Movement, has represented one of the most serious commitments in Sub-Saharan Africa. With the benefit of extensive fieldwork, Fumihiko Saito demonstrates how conflict resolution, information dissemination, and encouragement of the many and varied stakeholders to form partnerships are critical to successfully bringing services "closer to the people. Decentralization and Development Partnerships: Lessons from Uganda goes beyond theory to compare academic assumptions to the reality of decentralization implementation in modern Uganda. Although the process is by no means free of difficulties, Saito concludes that a "win-win" outcome is a real possibility.

Lessons From Forest Decentralization written by Carol Colfer Pierce J and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-08-21 with Nature categories.

The decentralization of control over the vast forests of the world is moving at a rapid pace, with both positive and negative ramifications for people and forests themselves. The fresh research from a host of Asia-Pacific countries described in this book presents rich and varied experience with decentralization and provides important lessons for other regions. Beginning with historical and geographical overview chapters, the book proceeds to more in-depth coverage of the region's countries. Research findings stress rights, roles and responsibilities on the one hand, and organization, capacity-building, infrastructure and legal aspects on the other. With these overarching themes in mind, the authors take on many controversial topics and address practical challenges related to financing and reinvestment in sustainable forest management under decentralized governance. Particular efforts have been made to examine decentralization scales from the local to the national, and to address gender issues. The result is a unique examination of decentralization issues in forestry with clear lessons for policy, social equity, forest management, research, development and conservation in forested areas across the globe from the tropics to temperate regions.
