There is a common understanding that power is not distributed equally and in general men have much more power than women in the world. Therefore, in order to create a just and progressive world, we need to encourage and support gender equality. The Council of Europe defines 'gender equality' an equal visibility, empowerment and participation of both sexes in all spheres of public and private life; gender equality means accepting and valuing equally the differences between women and men and the diverse roles they play in society. From a gender equality perspective, Violence against Women (VAW) or Intimate Partner Violence (IPV) is a result and an expression of "prevailing imbalances of power relations between the sexes."The objective of this research project was to find workable solutions to the relationship between gender equality and violence against women. Violence against women is a public health problem worldwide; even where gender equality index is high. Current data indicate that despite the high rate of gender equality in the Nordic countries - like Sweden, the rate of violence against women and girls remain high. Experts refer to this perceived anomaly as the 'Nordic Paradox'. This study covers five EU28 countries: Sweden, Spain, Malta, Bulgaria and Poland; and is based on an understanding that the relationship between gender equality and violence against women is very complicated. It is an attempt to gain a better and more nuanced understanding of relationships between gender equality and violence against women. In fact, if we were able to find a reasonable explanation for this Nordic Paradox, we would be able to find an appropriate formula for defining gender equality and the relationships between gender equality and violence against women. In order to reach such a goal, we intend to do the followings: (1) Examine the relationships between gender equality rights and the prevalence of violence against women within our select five countries - with regards to the aforementioned inconsistency between gender equality scores and the prevalence of IPV; (2) Clarify the power imbalances between men and women; and through review of related literature; analyse local social and cultural norms and beliefs on expected male and female roles, including the overall status of women; (3) Recognize the impact of other possible contributory factors including: childhood sexual victimization, exposure during childhood to violence between parents, violent video games played during childhood and adolescence and the correlation to the prevalence of VAW in adulthood; (4) Acknowledge the intersectionality of violence against women with regards to the structural inequalities of race, age, class, culture, and income which may present multiple oppressions; and (5) finally to reveal the ideological disparities of gender roles that may still exist in countries high on the Gender Equality Index. The conclusions reached by the study suggest that the high rate of Intimate Partner Violence in Sweden should not be considered a paradox but rather as an 'unintended consequences' of the growing gender equality and the persistent power of the patriarchal past.

Violence against women remains one of the most pervasive human rights violations in the world today, and it permeates every society, at every level. Such violence is considered a systemic, widespread and pervasive human rights violation, experienced largely by women because they are women. Yet at the international level, there is a gap in the legal protection of women from violence. There is currently no binding international convention that explicitly prohibits such violence; or calls for its elimination; or, mandates the criminalisation of all forms of violence against women. This book critically analyses the treatment of violence against women in the United Nations system, and in three regional human rights systems. Each chapter explores the advantages and disadvantages coming from the legal instruments, the work of the monitoring systems, and the resulting findings and jurisprudence. The book proposes that the gap needs to be addressed through a new United Nations Convention on the Elimination of All Forms of Violence against Women, or alternatively an Optional Protocol to the Convention on the Elimination of all Forms of Discrimination against Women. A new Convention or Optional Protocol would be part of the transformative agenda that is needed to normatively address the promotion of a life free of violence for women, the responsibility of states to act with due diligence in the elimination of all forms of violence against all women, and the systemic challenges that are the causes and consequences of such violence.

This book, which I am pleased to preface, is divided into two parts of great relevance to contemporary feminist studies, especially to the peripheral countries of the capitalist world. In it lie essays that I divide into two categories. On the one hand, we have articles that address structural issues involving human rights and, in particular, women’s rights. These are the texts that discuss the way in which the subject of human rights, in the contexts of the regional economic communities, are inserted; there are also the texts that address the bankruptcy of the patriarchal political system regarding the political representation of women in countries like India and Brazil; and the chapter in which the authors reflect on the need for an international feminist normative that breaks with the predominantly male discourse in international law, which disregards feminist proposals for normalization. The other part of the book covers varied subjects that connect with the feminist agenda and gender studies as well as contemporary identity processes. The postcolonial states of Fiji, Papua New Guinea and Vanuatu operate today in a global arena in which human rights are widely accepted. As ratifiers of UN treaties such as the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child, these Pacific Island countries have committed to promoting women’s and girls’ rights, including the right to a life free of violence. Yet local, national and regional gender values are not always consistent with the principles of gender equality and women’s rights that undergird these globalising conventions. The fact that women have achieved higher levels of political inclusion within low- and middle-income countries has generated much speculation about whether this is reaping broader benefits in tackling gender-based inequalities. This book uncovers the multiple political dynamics that influence governments to adopt and implement gender equity policies, pushing the debate beyond simply the role of women’s inclusion in influencing policy. Bringing the politics of development into discussion with feminist literature on women's empowerment, the book proposes the new concept of ‘power domains’ as a way to capture how inter-elite bargaining, coalitional politics, and social movement activism combine to shape policies that promote gender equity. In particular, the book investigates the conditions under which countries in sub-Saharan Africa and South Asia have adopted legislation against domestic violence, which remains widespread in many developing countries. The book demonstrates that women’s presence in formal politics and policy spaces does not fully explain the pace in adopting and implementing domestic violence law. Underlying drivers of change within broader domains of power also include the role of clientelistic politics and informal processes of bargaining, coalition-building, and persuasion; the discursive framing of gender-equitable ideas; and how transnational norms influence women’s political inclusion and gender-inclusive policy outcomes. The comparative approach across Uganda, Rwanda, South Africa, Ghana, India, and Bangladesh demonstrates how advancing gender equality varies by political context and according to the interests surrounding a particular issue. What are the factors that shape domestic violence policy change and how are variable gendered meanings produced in these policies? How and when can feminists influence policy making? What conditions and policy mechanisms lead to progressive change and which ones block it or lead to reversal? The Gender Politics of Domestic Violence analyzes the emergence of gender equality sensitive domestic violence policy reforms in Central and Eastern Europe (CEE). Tracing policy developments in Eastern Europe from the beginning of 2000s, when domestic violence first emerged on policy agendas, until 2015, Andrea Krizsán and Conny Roggeband look into the contestation that takes place between women’s movements, states and actors opposing gender equality to explain the differences in gender equality sensitive policy outputs across the region. They point to regionally specific patterns of feminist engagement with the state in which coalition-building between women’s organizations and establishing alliances with different state actors were critical for achieving gendered policy progress. In addition, they demonstrate how discursive contexts shaped by democratization frames and opposition to gender equality, led to differences in the politicization of gender equality, making gender friendly reforms more feasible in some countries than others.
