Until recently, transport planning and design were regarded as gender neutral that is, they were assumed to benefit men and women equally. There is now increasing recognition that women experience mobility differently from men. This policy note, strives to improve our understanding of the specific mobility choices, needs, and experiences of women in the Greater Mumbai Region of India. It examines how the mobility patterns of men and women differ from each other, how they have evolved over time in Mumbai, and whether lack of access to mass transit has limited women's access to jobs. Several important policy findings emerge from the note, including the need for improving public transit and walkability, and integrating the various transport modes across Mumbai. Finally, this note seeks to help policy makers in Mumbai and other cities improve the design of public transit, and the overall transportation system to better cater to the needs of female riders.

There is increasing recognition that women experience mobility differently from men. A growing body of literature documents the differences in men and women's mobility patterns. However, there is limited evidence on the evolution of these mobility patterns over time and the role that transportation networks play in women's access to economic opportunities. This study attempts to fill these gaps. It contributes to the literature in two ways. First, it documents the differences in men and women's mobility patterns in Mumbai, India, and the changes in these patterns over time, as the city has developed. Second, it explores whether the lack of access to mass transit limits women's labor force participation. The study analyzes two household surveys conducted in the Greater Mumbai Region in 2004 and 2019. It finds important differences in the mobility patterns of men and women that reflect differences in the division of labor within the household. These differences in mobility patterns, and their evolution over time, point to an implicit "pink tax" on female mobility. Transport appears to be only one of many barriers to women's labor force participation and not the most important one.

Transport is traditionally a male-dominated sector. The realization that the sector and its subsystems have been conceived, designed, and matured from either a male-oriented or a gender-neutral perspective is thus unsurprising. In Kenya, discussion about gender and related aspects has been on the rise since the formulation of the Integrated National Transport Sector Policy (2009), which acknowledged that gender inequality exists in access and mobility, particularly in informal urban settlements in Kenya. Employment in transport is by far male dominated compared to the rest of the economy. The share of women working in the EU transport sector is only 22% while the share of women working in the entire European Union is 46%. Despite a rich literature explaining the mechanisms and barriers that lead to this imbalance, there is less structured information available concerning the measures companies can implement to overcome these barriers. Besides, there are only anecdotal evidence highlighting the benefits of a more balanced working environment for employers and employees. This raises a key question: how to attract more women to the transport careers and, in particular, to the more technical professions of the sector? In this study, a number of case studies are performed with companies that are advanced in implementing gender equality policies and measures across all transport modes. These measures are examined in terms of costs and benefits. Their transferability to smaller, not yet gender balanced, companies is also assessed.
