Geografia Física e Riscos Naturais recupera dez pequenos trabalhos de investigação publicados pelo Autor entre 2001 e 2008, que são revistos e aumentados, e acrescenta-lhes um capítulo inédito, bem como as versões integrais de duas entrevistas concedidas recentemente. Salientam-se trabalhos precursores na área dos riscos naturais elaborados por diversos geógrafos portugueses, onde começa a aparecer a linguagem do risco, que logo se vai desenvolver num capítulo sobre a teoria do risco, apresentada, preferencialmente, a partir de casos de estudo bem conhecidos em Portugal. No respeitante à tipologia do risco, destacam-se riscos geomorfológicos, através de exemplos relacionados com movimentos de massa ocorridos tanto no território continental como na ilha de São Jorge, mas também de riscos de cheias e inundações, exemplificados com o caso do Baixo Mondego nas proximidades de Coimbra. Os vários riscos que se podem estudar nos litorais, aparecem com exemplos mais ou menos conhecidos do grande público, a várias escalas e em diversos locais do planeta, tal como, à escala da costa ocidental do nosso país, com o exemplo do risco de sedimentação na laguna de Aveiro. Os riscos ambientais são igualmente tratados, embora numa perspetiva geográfica, que implica o conceito de zonalidade e o de mudanças climáticas. Finalmente, a associação constante e exagerada dos conceitos de risco e de catástrofe, leva a uma reflexão sobre as três verdadeiras catástrofes que se verificaram em Portugal nos três últimos séculos. A introdução da obra refere-se à Geografia Física e a sua conclusão aos Riscos Naturais. Assim, de início, expõe-se uma metodologia que irá estar subjacente à maior parte dos trabalhos sobre riscos e, no fim, discute-se o que deverá ser um novo olhar sobre estes mesmos riscos. Não se pretende oferecer ao leitor uma bibliografia exaustiva sobre riscos naturais, mas as referências bibliográficas são em número elevado. Os textos das referidas entrevistas são dados a conhecer em anexos.

A publicação intitulada “Catástrofes naturais. Uma abordagem global” reúne um conjunto de textos dedicados especificamente a catástrofes que têm na sua génese fenómenos da natureza, manifestação plena dos designados riscos naturais. Ao longo de cada um dos referidos capítulos procurou-se clarificar os aspetos conceptuais e metodológicos inerentes a cada um dos riscos em análise, sua sistematização ou tipificação, efeitos e consequências, nomeadamente para o Ser Humano, bem como exemplos da sua manifestação. Ainda que com caraterísticas distintas e influenciadas por fatores diferenciados, a abrangência das catástrofes naturais é evidente, afetando a generalidade das sociedades humanas e condicionando a sua atividade em quase todos os pontos da superfície terrestre. É nosso ensejo que esta obra cumpra os propósitos para os quais foi pensada e que se transforme num valioso instrumento de trabalho e um veículo de disseminação de informação e de sensibilização para as catástrofes naturais.

Se, com a edição do no volume anterior (I) deste número 25, celebrámos a passagem da revista Territorium a edição semestral, neste segundo volume (II) não podemos deixar de refletir sobre o percurso já efetuado, uma vez que, a partir do n.º 11, passou a ser a “Revista da Associação Portuguesa de Riscos, Prevenção e Segurança” e, por conseguinte, também não podemos deixar de salientar a celebração do 15.º aniversário da constituição da RISCOS, um facto que ocorreu a 18 de dezembro de 2003, na medida em que, desde então, a Associação Portuguesa de Riscos, Prevenção e Segurança passou a ser o garante da regular publicação da revista Territorium.

The International Year of Planet Earth (IYPE) was established as a means of raising worldwide public and political awareness of the vast, though frequently under-used, potential the Earth Sciences possess for improving the quality of life of the peoples of the world and safeguarding Earth’s rich and diverse environments. The International Year project was jointly initiated in 2000 by the International Union of Geological Sciences (IUGS) and the Earth Science Division of the United Nations Educational, Scienti?c and Cultural Organisation (UNESCO). IUGS, which is a Non-Governmental Organisation, and UNESCO, an Inter-Governmental Orga- sation, already shared a long record of productive cooperation in the natural sciences and their application to societal problems, including the International Geoscience Programme (IGCP) now in its fourth decade. With its main goals of raising public awareness of, and enhancing research in the Earth sciences on a global scale in both the developed and less-developed countries of the world, two operational programmes were demanded. In 2002 and 2003, the Series Editors together with Dr. Ted Nield and Dr. Henk Schalke (all four being core members of the Management Team at that time) drew up outlines of a Science and an Outreach Programme. In 2005, following the UN proclamation of 2008 as the United Nations International Year of Planet Earth, the “Year” grew into a triennium (2007–2009).

Natural disasters are a clear example of people living in conflict with the environment. Disasters cause human, social and environmental losses and, sometimes, even threaten geopolitical stability, as in many less developed countries. They are also a problem of global concern, even when damage is local: the mechanisms are often dependent on global meteoro-climatic circulation. Losses frequently affect several countries, as could be seen in the floods in central Europe in 2002. It is obvious that there is a clear need for a new approach, capable of incorporating the prevention of natural disasters, whilst mitigating strategies within the cycle of sustainable development. There are no thematic disciplines or political boundaries limitating initiatives: the integration of data providers, data users/information providers and information users, in a global and holistic manner, is the desired outcome of the new frontier. This book falls into this new category: multidisciplinary interventions and socio-economic point of views are the basic inputs for a changing science, implementing sustainable development for the benefit of citizens and society. It is comprised of studies and investigations which explain natural processes and modelling, as well as assessing hazards and risks and is rounded of with suggestions for sustainable development. Thus reflecting the best results of research on this topic funded by the European Commission.

This book covers the gamut of coastal hazards that result from short-term low-frequency events and have high-magnitude and far-reaching impacts on coastal zones the world over. Much of the world’s population now lives in low-lying coastal zones that are inherently vulnerable to natural hazards such as flooding from hurricanes, tropical storms and northeastern storm surges; shoreline (beach and dune) erosion; cliff and bluff failures; and saltwater intrusion in coastal aquifers used for drinking water supplies. In addition to the usual range of hydrometeorological disasters in coastal zones, this book covers tsunami impacts and warning systems as well as global perspectives of sea-level rise impacts and human perceptions of potential vulnerabilities resulting from rip currents that cause many drownings each year on beaches. Today, the use of numerical models that help predict vulnerabilities and provide a basis for shore protection measures is important in modern scientific and engineering systems. Final considerations focus on human actions in the form of the urbanization and industrialization of the coast, shore protection measures, and indicate how environmental degradation around coastal conurbations exacerbates the potential for unwanted impacts. Strategies for environmental management in coastal zones, from low-lying wetlands to high cliffs and rocky promontories, are highlighted as a means of living in harmony with Nature and not trying to conquer it.
