Excerpt from Germany and Belgium Before and During the War Her acts go to show that the 'strategic plan of German military writers was identical with that of the Grand Staff, inasmuch as everybody knows that the Empire had multiplied railway lines of a purely strategic value in the district comprised between the Rhine and the frontiers of Belgium and Luxemburg with a view to the rapid concentration of her troops on those frontiers. The develop ment of these railway lines coincided with the creation of the huge camp at Elsenborn. What is more, everybody knows that Germany made persistent and strenuous efforts to obtain from Belgium the linking up of the Belgian railways with the German, more especially the connection malmedy-stavelot, and the build ing of a new railway line which, passing Vise and avoiding Liege, would have shortened the existing line which connects Aix-la Chapelle with central Belgium. Excerpt from German Policy Before the War The following pages are somewhat expanded, especially in the latter part, from notes of a lecture given before the Royal Historical Society in January last year. The main thesis which I endeavoured then to put before my audience, namely that the establishment of German influence in the Balkans and in the Turkish Empire is the fundamental object of German policy, appears to me to have received corroboration from recent events in south-eastern Europe. These events are not to be regarded as some have regarded them, as afterthoughts, or as the desperate efforts of a Power thwarted in other directions on the contrary they are incidents in the execution of a plan conceived long ago, to which the crushing, or - ii that proved impossible - the maim ing, of France and Russia was but the necessary preliminary step. I desire to express my gratitude to Mr. Lucien Wolf for valuable assistance given me in regard to the last three chapters. 'in political development Germany is where England stood in the days of Elizabeth. Un der Elizabeth, Parliament played but a small part in the life of the nation. True, it met, though sometimes only at intervals of several years, and it had control of the purse and of the making of new laws. But it voted revenues that the sovereign retained through life without further appeal to Parliament, and, since the sovereign usually thought there were already laws enough and desired little change, no new ones were passed for many years at a time. For the rest, the sovereign and the circle surrounding her controlled and spent the revenue; she named whom she would to office, kept up the army and navy, and resisted any attempt by the representatives of the nation to interfere in these things.
