With the European Sky Shield Initiative (ESSI), Germany has made its claim as the leader in European air defence. Taking a joint approach to defence is a good step forward, but difficult to implement. Important European partners, above all France and Italy, are currently unwilling to follow Germany’s lead. The lack of political unity shows that Germany’s proposal does not take European security interests sufficiently into account, has failed to convince partners, and leaves many questions unanswered on the strategic, military, industrial, and economic levels. If the ESSI is to noticeably improve Europe’s air defence protection, Berlin must provide answers about strategic balance, the development of the European defence industry, and militarily effective solutions. The acquisition of individual military capabilities will not produce a European Sky Shield.

The First World War had seen the mechanization of warfare. Battle fronts had become immobilized in the grip of machine-guns and heavy artillery, leading to slaughter on an unprecedented scale. The end of the war saw exhausted governments extricating themselves from the carnage, but some leaders were concerned that, sooner or later, another major war would follow. As France’s Marshal Foch put it, the Treaty of Versailles was only a ‘twenty-year truce’. The overriding concern was to find ways in future of avoiding the kind of static battle fronts that had consumed so many in such futile efforts. Military aviation was seen as the one great innovation that had the potential to do this by revolutionizing warfare. It would not only augment the effectiveness of ground forces in a tactical role, but it also had the means of reaching out strategically beyond the battlefronts to strike at the enemy’s trade, supplies, communications and industrial production. All through the war, military aviation had been firmly under the control of army commanders but there was soon a fierce debate over the way it should develop. The development of an ‘air doctrine’ within each of the major European powers was fraught with difficulty as the nascent air arms struggled, with varying degrees of success, to free themselves from army control to find a new, independent identity. This book examines the way in which these air arms competed for prominence within the military structures of six major European nations – Germany, Britain, France, Soviet Union, Poland and Italy – with different resources, ambitions and philosophies, in the years from the beginning of aviation right up to the start of the Second World War.

It is also essential that the EU's Member States engage in a profound debate about the circumstances under which they would be prepared to use force. With 21 members of both the EU and NATO, what is good for the EU is good for NATO and Europe as a whole. The region of South East Europe (SEE), which is home to both NATO and Partnership for Peace (PfP) countries, serves as an important corridor between Europe and the Middle East, North Africa, and the Caucasus. In recent years, however, SEE has also experienced high levels of cross-border, military and defense-related challenges in the form of migration, smuggling, terrorism, and cyber threats. Furthermore, the use of the new information environment (IE) to further extremism in SEE and elsewhere in NATO and PfP countries has had far-reaching command and control (C2) implications for the Alliance. A collaborative interdisciplinary, international and regional approach is clearly needed to adequately assess and address these hybrid threats. This book presents papers delivered at the NATO Science for Peace and Security (SPS) event: “Senior Leadership Roundtable on Military and Defense Aspects of Border Security in South East Europe”, held in Berovo, the Former Yugoslav Republic of Macedonia* from 23-30 September 2017. The aim of this special SPS grant was to maximize opportunities for extensive dialogue and collaboration between senior regional members, and the almost 70 distinguished academic and legal experts, as well as current or former senior-level practitioners from various governments, NATO bodies, and international organization that participated. It was the first SPS event of its kind in SEE as well as the first NATO SPS grant to be co-executed by the U.S. Department of Defense via the U.S. National Defense University. Other co-organizers were the C4I and Cyber Center of Excellence at George Mason University and PfP partner institution, the General Mihailo Apostolski Military Academy – Skopje, Associate Member of the University of Goce Delčev – Stip. The book is divided into five parts: global trends, defining the problem, policy and academic solutions, national and regional case studies, and technological solutions. This open access volume surveys the state of the field to examine whether a fifth wave of deterrence theory is emerging. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Air Commodore Professor Dr. Frans Osinga is the Chair of the War Studies Department of the Netherlands Defence Academy and the Special Chair in War Studies at the University Leiden. Dr. Tim Sweijs is the Director of Research at The Hague Centre for Strategic Studies and a Research Fellow at the Faculty of Military Sciences of the Netherlands Defence Academy in Breda.
