The Politics of Military Force examines the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

World events in recent years have led observers, particularly since late 2013, to conclude that the international security environment in recent years has undergone a shift from the post-Cold War era that began in the late 1980s and early 1990s, also sometimes known as the unipolar moment (with the United States as the unipolar power), to a new and different situation that features, among other things, renewed great power competition with China and Russia and challenges by these two countries and others to elements of the U.S.-led international order that has operated since World War II. Recommender systems filter information that is useful to a user from a large amount of information. Many e-commerce sites use rec- mender systems to filter specific information that users want out of an overload of - formation [2]. For example, Amazon. com is a good example of the success of - commender systems [1]. Over the past several years, a considerable amount of research has been conducted on recommendation systems. In general, the usefulness of the recommendation is measured based on its accuracy [3]. Although a high - commendation accuracy can indicate a user's favorite items, there is a fault in that - ly similar items will be recommended. Several studies have reported that users might not be satisfied with a recommendation even though it exhibits high recommendation accuracy [4]. For this reason, we consider that a recommendation having only accuracy is - satisfactory. The serendipity of a recommendation is an important element when c- sidering a user's long-term profits. A recommendation that brings serendipity to users would solve the problem of “user weariness” and would lead to exploitation of users' tastes. The viewpoint of the diversity of the recommendation as well as its accuracy should be required for future recommender systems.

From 1928 to 1972, the Alberta Sexual Sterilization Act, Canada’s lengthiest eugenic policy, shaped social discourses and medical practice in the province. Sterilization programs—particularly involuntary sterilization programs—were responding both nationally and internationally to social anxieties produced by the perceived connection between mental degeneration and heredity. Psychiatry and the Legacies of Eugenics illustrates how the emerging field of psychiatry and its concerns about inheritable conditions was heavily influenced by eugenic thought and contributed to the longevity of sterilization practices in Western Canada. Using institutional case studies, biographical accounts, and media developments from Western Canada and Europe, contributors trace the impact of eugenics on nursing practices, politics, and social attitudes, while investigating the ways in which eugenics discourses persisted unexpectedly and remained mostly unexamined in psychiatric practice. This volume further extends historical analysis into considerations of contemporary policy and human rights issues through a discussion of disability studies as well as compensation claims for victims of sterilization. In the first half of 2021, COVID-19 vaccine doses from the COVAX Facility were in short supply, and the plan to mass produce COVAX vaccines through the Serum Institute of India (SII) faltered as the pandemic surged in India in March 2021. Due to COVAX’s shift in approach towards convincing richer nations to redistribute their excess doses, the second half of 2021 saw increases in the frequency and volume of its shipments. Donors were however able to “earmark” their dose donations and identify their intended recipients. The six Southeast Asian countries which qualified for free COVAX shots—Cambodia, Indonesia, Laos, the Philippines, Timor-Leste and Vietnam (the AMC6)—received 16 million doses in the first half of 2021. In the second half, they received 128 million doses from COVAX, 80.9 per cent of which were earmarked donations. Despite making up 7 per cent of the world population, the AMC6 collectively accounted for 24.3 per cent of all earmarked dose donations (and 25 per cent of the United States’ total dose donations) to COVAX in 2021. The AMC6 greatly benefitted from COVAX’s pivot to dose donations. This demonstrated the region’s strategic salience to Washington and its allies, but came at the expense of vaccine equity, which the region has prudential reasons to care about. The execution of COVAX hammers home the hard truth that multilateral governance is a difficult act to pull off even with the best intentions and is not impervious to the geopolitical interests and agendas of the major powers.

This wide-ranging book is the first comprehensive history of the development of realist ideas in international relations throughout the last five hundred years. Jonathan Haslam focuses on the emergence and relevance of realist (or statist) thought, showing how it has shaped political thinking and international events since Machiavelli's time. Haslam draws on an array of original texts in various European languages to illustrate the views of rulers and thinkers, to reveal how wars and other crises affected the thinking of those who experienced them, and to locate realist thinking squarely within the history of political and economic thought. The author explores four themes relating to modern era international relations: reasons of state, the balance of power, the balance of trade, and geopolitics. He contrasts realist ideas with universalist alternatives, both religious and secular, which were based on a more optimistic view of the nature of man or the nature of society. Realist thought never attained consistent predominance, Haslam demonstrates, and the struggle with universalist thought has remained an unresolved tension that can be traced throughout the evolution of international relations theory in the twentieth century.
