"This paper investigates whether and to what extent employment policy measures (co- ) financed by the European Social Fund in Germany meet their objective. Specifically, it is analyzed whether qualification programs for employed workers in the German state of Saxony were effective in terms of employment protection. To this end, a control function approach is implemented which utilizes a unique firm-level dataset. This model explicitly accounts for unobserved heterogeneity between participating and non-participating companies by modeling the participation decision process. Our results suggest a positive effect of program participation. Anthropological reflections on citizenship focus on themes such as politics, ethnicity and state management. Present day scholarship on citizenship tends to problematise, unsettle and contest often taken-for- granted conventional connotations and associations of citizenship with imagined culturally bounded political communities of rigidly controlled borders. This book, the result of two years of research conducted by South African and Japanese scholars within the framework of a bilateral project on citizenship in the 21st century, contributes to such ongoing efforts at rethinking citizenship globally, and as informed by experiences in Africa and Japan in particular. Central to the essays in this book is the concept of flexible citizenship, predicated on a recognition of the histories of mobility of people and cultures, and of the shaping and reshaping of places and spaces, and ideas of being and belonging in the process. The book elucidates the contingency of political membership, relationship between everyday practices and political membership, and how citizenship is the mechanism for claiming and denying rights to various political communities. ‘Self’ requires ‘others’ to construct itself, a reality that is subject to renegotiation as one continues to encounter others in a world characterised by myriad forms of interconnecting mobilities, both global and local. Citizenship is thus to be understood within a complex of power relationships that include ones formed by laws and economic regimes on a local scale and beyond. Citizenship in Africa, Japan and, indeed, everywhere is best explored productively as lying between the open-ended possibilities and tensions interconnecting the global and local.

On 1 February 2021, under the command of General Min Aung Hlaing, Myanmar’s military initiated a coup, apparently drawing to a close Myanmar’s ten-year experiment with democratic rule. State Counsellor Aung San Suu Kyi and President Win Myint were arrested along with other elected officials. Mass protests against the coup ensued, led by Gen Z youths who shaped a values-based democratic revolutionary movement that in character is anti-military regime, anti-China influence, anti-authoritarian, anti-racist, and anti-sexist. Women and minorities have been at the forefront, organizing protests, shaping campaigns, and engaging sectors of society that in the past had been relegated to the periphery of national politics. The protests were broadcast to local and international audiences through social media. Simultaneously, a civil disobedience movement (CDM) arose in the shape of a massive strike mostly led by civil servants. CDM is non-violent and acephalous, a broad “society against the state” movement too large and diffuse for the military to target and dismantle. Semi-autonomous administrative zones in the name of Pa-a-pha or civil administrative organizations emerged out of spontaneously organized neighbourhood watches at the ward and village levels, effectively forming a parallel governance system to the military state. Anti-coup protests moved decisively away from calls for the release of Aung San Suu Kyi and other elected political leaders, or for a return to democracy under the 2008 constitution. Instead, it evolved towards greater inclusivity of all Myanmar peoples in pursuit of a more robust federal democracy. A group of fifteen elected parliamentarians, representing the ideals of Gen Z youths, formed a shadow government called the Committee Representing the Pyidaungsu Hluttaw (CRPH) on 5 February 2021. On 1 March the CRPH declared the military governing body, the State Administrative Council (SAC), a “terrorist group”, and on 31 March, it declared the military’s 2008 constitution abolished. Gen Z’s protests have accomplished what has been elusive to prior generations of anti-regime movements and uprisings. They have severed the Bamar Buddhist nationalist narrative that has gripped state society relations and the military’s ideological control over the political landscape, substituting for it an inclusive democratic ideology.

Contemporary Africa is demographically characterized above all else by its youthfulness. In East Africa the median age of the population is now a striking 17.5 years, and more than 65 percent of the population is age 24 or under. This situation has attracted growing scholarly attention, resulting in an important and rapidly expanding literature on the position of youth in African societies. While the scholarship examining the contemporary role of youth in African societies is rich and growing, the historical dimension has been largely neglected in the literature thus far. Generations Past seeks to address this gap through a wide-ranging selection of essays that covers an array of youth-related themes in historical perspective. Thirteen chapters explore the historical dimensions of youth in nineteenth-, twentieth-, and twenty-first–century Ugandan, Tanzanian, and Kenyan societies.
