Makroökonometrische Modelle sind in Deutschland aus der kurzfristigen Wirtschaftsprognose und der Prozeßanalyse nicht mehr wegzudenken. Die Entwicklung dahin war zwar auch von Verlangsamungen und Unterbrechungen begleitet - die generelle Disreputation der Makroökonomie in den siebziger Jahren, Lucas-Kritik sowie überzogene Versprechungen der Modellbauer und die z. T. wenig transparente Modellpraxis waren nicht ohne Spuren geblieben. Der zunehmenden Verbreitung der Modelle und der Akzeptanz der Modelle stand dies aber letztlich nicht im Wege.Der vorliegende Band enthält die Ergebnisse eines Workshops (29./30. November 1996 im RWI in Essen), zu dem sich ein kleiner Kreis von Experten der "Produzenten-" sowie der "Nutzerseite" zusammenfand, um im Lichte ihrer Erfahrungen die theoretischen, methodischen und inhaltlichen Perspektiven der Modellarbeit zu diskutieren. Mit der Vorlage der Konferenz-Papiere soll nicht nur die Fachdiskussion befruchtet werden, in gleichem Maße geht es auch darum, den weniger unmittelbar in der Modellarbeit Engagierten einen kompetenten und aktuellen Überblick über den Stand wichtiger im Einsatz befindlicher makroökonometrischer Modelle zu geben. Darüber hinaus werden die Anforderungen ihrer Adressaten in der deutschen und europäischen Wirtschaftspolitik an die Modelle und ihre Ergebnisse dargestellt. Einen weiteren Schwerpunkt bildet die Vorstellung der Möglichkeiten der Kointegrationsanalyse und der Real business cycle Modelle. Probleme der Datenqualität und der Leistungsfähigkeit von Mehrländer-Modellen runden die Erörterung der Perspektiven ab.

The field of econometrics has gone through remarkable changes during the last thirty-five years. Widening its earlier focus on testing macroeconomic theories, it has become a rather comprehensive discipline concemed with the development of statistical methods and their application to the whole spectrum of economic data. This development becomes apparent when looking at the biography of an econometrician whose illustrious research and teaching career started about thirty-five years ago and who will retire very soon after his 65th birthday. This is Gerd Hansen, professor of econometrics at the Christian Albrechts University at Kiel and to whom this volume with contributions from colleagues and students has been dedicated. He has shaped the econometric landscape in and beyond Germany throughout these thirty-five years. At the end of the 1960s he developed one of the first econometric models for the German econ omy which adhered c10sely to the traditions put forth by the Cowles commission.

This conference volume deals with one of the most severe economic, social and political problems major European economies face since the early nineties, the problem of lasting high unemployment. Contrary to the current German discussion, solely concentrating on microeconomic explanations and therapy recommendations, this volume presents papers based on various macro-economic points of view, showing different ways out of the employment crisis. Apart from renowned German economists, some well-known international academics participated in the 1998 Berlin symposium, to learn from experience in other countries.The first chapter contains the main standard textbook models and paradigms explaining lasting high unemployment. The question in the second chapter is if it is possible to fight unemployment with the help of macro policy on a purely national basis in the presence of global markets. The third chapter indicates possible effects of misalignments in financial markets on economic growth and employment. The contributions of the fourth chapter present experiences of other countries, which have succeeded in recent years in lowering their unemployment rates. The question at issue is, if these concepts can be transferred to Germany. The topics of the concluding chapter are practical macroeconomic starting points for sustainable employment growth in Europe. The methods contradict supply side arguments for the stabilisation of employment predominant in the German discussion. Attention is focused on relations between the role of monetary and fiscal policy in close conjunction with wage policy. Furthermore it is made evident that in global markets a theoretical macroeconomic concept as a base for sustainable employment is not very promising without enhanced international co-operation.

In recent years, the Federal Reserve and central banks worldwide have enjoyed remarkable success in their battle against inflation. The challenge now confronting the Fed and its counterparts is how to proceed in this newly benign economic environment: Should monetary policy seek to maintain a rate of low-level inflation or eliminate inflation altogether in an effort to attain full price stability? In a seminal article published in 1997, Martin Feldstein developed a framework for calculating the gains in economic welfare that might result from a move from a low level of inflation to full price stability. The present volume extends that analysis, focusing on the likely costs and benefits of achieving price stability not only in the United States, but in Germany, Spain, and the United Kingdom as well. The results show that even small changes in already low inflation rates can have a substantial impact on the economic performance of different countries, and that variations in national tax rules can affect the level of gain from disinflation.

This book analyzes the consequences that would arise if Germany’s means-tested unemployment benefits were replaced with an unconditional basic income. The basic income scheme introduced is based on a negative income tax and calibrated to be both financially feasible and compatible with current constitutional legislation. Using data from the German Socio-Economic Panel (GSOEP) the author examines the impact of the reform on the household labor supply as well as on both poverty and inequality measures. It is shown that by applying reasonable values for both the basic income and the implied marginal tax rate imposed on earned incomes, efficiency gains can be reconciled with generally accepted value statements. Furthermore, as the proposal includes a universal basic income for families, child poverty could be reduced considerably. The estimates are based on the discrete choice approach to labor supply.
