Dabei sind die Modelle und Konzepte von deutschen und amerikanischen Autoren, und deshalb auch größtenteils der jeweiligen Gesellschaft zuzuordnen. Im Allgemeinen müsste jedem das Phänomen der Ungleichverteilung von Macht bekannt sein. Man kennt es aus Büchern, Filmen, der Menschheitsgeschichte oder der realen Weltpolitik. In Monarchien waren es Könige, in Aristokratieen Adelige, die die Herrschaft über das Volk innehatten. Doch wer hat die Herrschaft in einer Demokratie über das Volk? Gibt es in einer demokratischen Gesellschaft einen ebenbürtigen "Herrscher", der über eine große Mehrheit entscheidet? Kapitel 1 handelt von einem Klassiker der Elitesoziologie: Gaetano Mosca. Dieser hat in seinen Untersuchungen gezeigt, dass in einer gegebenen Gesellschaft, gleichgültig welche Regierungsform sie hat, immer eine Minderheit über die Mehrheit der Gesellschaft herrscht. Er hat sehr früh schon festgestellt, dass Macht und Herrschaft niemals gleich verteilt ist und von einer Mehrheit in einer Gesellschaft ausgeht. Stets waren es Autokraten oder Gruppen von Herrschern, die in einer Gesellschaft die höchste Macht und den größten Einfluss auf sich vereint haben. Interessanterweise verhält es sich nach Mosca in einer demokratischen Gesellschaft nicht anders. Kapitel 2 behandelt das Modell der sogenannten Leistungs- und Funktionseliten. Das Konzept der Funktionseliten ist ein neueres und gängiges Modell in der Elitesoziologie. Es besagt, dass Eliten die Herrschaft in der Demokratie innehaben, also Entscheidungen über die Mehrheit treffen. Jedoch ist diese Herrschaft von der Mehrheit legitimiert, damit diese im Auftrag und unter Kontrolle des Volks über der Mehrheit herrschen kann. Kapitel 3 beschäftigt sich mit dem Konzept der Machtelite. Die "Machtelite" ist ein Begriff, kreiert vom amerikanischen Soziologen C. Wright Mills. Dieser hat alle gesellschaftlichen Schichten in den Vereinigten Staaten der 1950er Jahre untersucht. Er kam zu dem Ergebnis, dass in der amerikanischen Gesellschaft sich zunehmend eine wirtschaftliche, militärische und politische Führungsgruppe bildet. Diese exklusive Gruppe der drei großen Machtsektoren nannte er die "Machtelite". Außerdem stellte er fest, dass die obersten und mächtigsten Männer dieser drei Sektoren eng verflochten sind und gemeinsam ihre Interessen gegen die Massengesellschaft durchsetzen.
