The tax and revenue management policies and regulations of a number of oil-rich countries were briefly reviewed and compared to Ghana's oil and gas taxation and revenue management legislation. A key finding is the noncompliance of the Government of Ghana with the provisions in the Petroleum Revenue Management Act (PRMA), which potentially makes the occurrence of the "oil curse" in Ghana more likely. The research recommends that the Government of Ghana put in place adequate measures, underpinned by appropriate legislation, to enable the retention and investment of its share of oil revenues, and also deal with oil revenue volatility. The Government of Ghana should design a long-term fiscal strategy, based upon high quality, long-term economic and revenue projections, which includes a sensitivity analysis. The PRMA requires amendment in the areas of accounting for the oil and gas revenues, setting up safeguards for the use of the revenues accrued from the oil and gas sector, as well as ad- hering strictly to the priority areas determined for the allocation of the petroleum revenues. This will allow for robust provisions and safety nets to be enshrined in oil and gas taxation and revenue management laws, to safeguard the revenue inflows for development.

This paper provides a comprehensive diagnosis, analysis and options for improving the performance of the monitoring and evaluation system on petroleum revenue management in Ghana. The propagation of this knowledge product comes at the time resource rich countries in Sub-Saharan Africa are searching for credible mechanisms to manage extractives revenues for an accelerated economic transformation and poverty alleviation. The empirical findings confirmed a strong legal backing for the system, effective monitoring, and progressive use and influence of the system output. Notwithstanding, the paper also revealed a weak evaluation capacity, limited learning products, incomplete methodology, and poor government funding for the system. The final analysis draws from Mushtaq Khan (2010) political settlement concept of elites interest to conclude that the performance of the M&E system is driven by the extent to which the system and its output contribute or derail the political survival interest of the ruling elites. Technically, the paper advocates the need for improved understanding of evaluation on petroleum revenue management to pave the way for effective conduct of evaluation, while at the institutional front it recommends for the use of carrot, sticks, and sermons mechanisms to improve the standing of the system in Ghanas political context.
