I sistemi di protezione sociale europea si rivelano sempre più inadeguati di fronte ai bisogni e alle domande sociali più recenti. Utilizzano gran parte delle risorse per proteggere da rischi che non necessariamente sono generatori di difficoltà economica, mentre restano scarsamente o per nulla tutelate nuove condizioni di bisogno, legate ad esempio all'essere madre sola o anziano non autosufficiente, o all'avere un lavoro precario. Lo stato sociale ha dunque urgente bisogno di riforme: non aggiustamenti per contenere gli effetti più gravi del suo disadattamento all'ambiente, ma modifiche del suo assetto istituzionale, che anticipino e contribuiscano a orientare i mutamenti economici, sociali, demografici. È il suo nucleo centrale stesso, il sistema di assicurazioni sociali obbligatorie, che va ridisegnato. Questa è la via d'uscita della tanto discussa crisi del welfare in Europa proposta nel libro, che tenta di tracciare le linee di queste riforme, fornendo insieme una lucida analisi degli ostacoli fondamentali alla loro realizzazione. Mentre il dibattito si è soprattutto concentrato sui vincoli esterni (il debito pubblico, la globalizzazione dell'economia), l'autore individua nelle stesse logiche di funzionamento dei sistemi di protezione, nel loro irrigidimento come istituzioni, l'ostacolo fondamentale. Accanto ad esso, è evidenziata la difficoltà politica di imporre sacrifici ed eliminare spettanze considerate ormai acquisite. Minimum income schemes (MIS) have become key social protection institutions for European citizens, but we know little regarding the logic and dynamics of institutional change in this policy field. This book provides an analytical model that will facilitate an understanding of the scope and direction of recent reforms, offering insight into the conditions under which minimum income schemes are introduced, expanded or retrenched. Natili presents a comparative analysis of policy trajectories of minimum income schemes in Italy and Spain between the mid-1980s and 2015. Although these two countries had similar points of departure, and faced comparable functional pressures and institutional constraints, they experienced remarkably different developments in this policy field in the last two decades. This comparative analysis provides empirical evidence of the impacts of different types of credit-claiming dynamics resulting from the interaction of socio-political demand with political supply.
