This book is based on the findings, conclusions and recommendations of the Global Space Governance study commissioned by the 2014 Montreal Declaration that called upon civil society, academics, governments, the private sector, and other stakeholders to undertake an international interdisciplinary study. The study took three years to complete. It examines the drivers of space regulations and standards, key regulatory problems, and especially addresses possible improvements in global space governance. The world's leading experts led the drafting of chapters, with input from academics and knowledgeable professionals in the public and private sectors, intergovernmental organizations, and nongovernmental organizations from all the regions of the world with over 80 total participants. This book and areas identified for priority action are to be presented to the UN Committee on the Peaceful Uses of Outer Space and it is hoped will be considered directly or indirectly at the UNISPACE+50 event in Vienna, Austria, in 2018. The report, a collective work of all the contributors, includes objective analysis and frank statements expressed without pressure of political, national, and occupational concerns or interest. It is peer-reviewed and carefully edited to ensure its accuracy, preciseness, and readability. It is expected that the study and derivative recommendations will form the basis for deliberations and decisions at international conferences and meetings around the world on the theme of global space governance. This will hopefully include future discussion at the UN Committee on the Peaceful Uses of Outer Space.

Confidence-building measures (CBMs) are an instrument of interstate relations aimed to strengthen international peace and security by reducing and eliminating the causes of mistrust, fear, misunderstanding, and miscalculations that states have about the military activities of other states. The anonymous and complex nature of the Internet and the potency, low cost, and deniability of cyber operations make them potentially counterproductive to building trust. CBMs, as confidence and trust-building concepts, are particularly suitable for cyberspace. However, the application of these measures have yet to be extensively applied in cyberspace. Because cyberspace is predominantly dominated not by the actions of states but nonstate actors, CBMs for cyberspace must thus be inclusive of all stakeholders active in cyberspace. They must reduce risk and support trust by either building on preexisting concepts and mechanisms from other domains of international relations or by creating unique bottom-up approaches. This report analyzes different ways to involve private-sector actors and build confidence without extensive legal or political action by states. Authors recommend four types of CBMs, collaboration, crisis management, restraint, and engagement measures, which can be established to mitigate potentially escalatory effects of activities in cyberspace. The measures proposed in this report suggest a multistakeholder-centric approach to leverage all possible stakeholders to improve overall Internet resilience and decrease the chances of miscalculation, mistrust, and misunderstanding.

In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals.The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

At a time when greater transparency is needed, this book advances a novel explanation of America's efforts to advance greater transparency in international relations. Marquardt argues that American statesmen have long sought to secure an American-dominated international system to encourage states to be more open and forthcoming about their internal affairs. Yet the United States routinely uses its calls for military transparency in particular as a policy instrument to discipline its rivals and therefore paradoxically contributes to greater tension in international relations. An earlier report on the UK's relationship with Iran was published in 2004 (HCP 80, session 2003-04, ISBN 9780215016119), and this report further explores issues, in particular the challenge posed by the Iranian nuclear programme. The Committee has set out the issues it will consider in this report, including: the extent of the progress Iran has made on nuclear development; the relationship between Iran's domestic political and human rights situation, and its nuclear ambitions; the relationship between Iran's regional and international security situation and its nuclear ambitions; the regional and global implications of Iran's nuclear programme; the history of international engagement with Iran over nuclear non-proliferation; the options open to the international community in addressing the possibility of Iran obtaining nuclear weapons. The Committee, sets out 16 conclusions and recommendations, including: that the Committee views the potential to develop a nuclear programme as still remaining strong, despite Iran's suspension of an active nuclear wepons programme; the Committee welcomes the supply of enriched uranium by Russia, but that the international community 's diplomatic approach is a long way from achieving all its goals; the Committee condemns unreservedly President Ahmadinejad's call for the destruction of Israel and his hosting of a Holocaust denial conference; that Iranian support for Iraqi insurgents has been responsible for the death of coalition troops and is completely unacceptable and reprehensible and that the Government needs to set out its' analysis of the levels of training, weaponry and finance provided by elements of the Iranian regime.
