This edition of the annual publication considers the need to reshape the global architecture of world trade, in order to help strengthen the economies of developing countries and reduce world poverty. The report focuses on four policy areas: the establishment of a development round of WTO negotiations to reduce trade barriers; global co-operation to expand trade outside the WTO; the adoption of pro-trade development policies by high-income countries; and enacting trade reforms in developing countries. The findings of the report suggest that developing countries could significantly increase their incomes, if all countries progressively implement the proposed trade reforms. This would result in a world with a much higher standard of living, an estimated 300 million people lifted out of poverty by 2015, and a significant increase in the number of children living beyond their fifth birthday throughout the developing world.

The World Bank's just-released "Global Economic Prospects and the Developing Countries 2001" reports that developing country growth surged to 5.3 percent in 2000, up from 3.2 percent in 1999 and 1.0 percent in 1998. All developing regions experienced faster growth, though to varying degrees. World growth is expected to slow to a soft landing in 2001, reflecting monetary tightening in industrial countries, stock market declines, and high energy prices. Looking ahead, the potential for long-term growth may have improved globally, improving prospects for reducing poverty. But there are notable risks to the outlook, including higher oil prices, further slides in stock markets, and a U.S. recession. These developments would seriously reduce developing countries' trade, growth, and access to capital. They could also worsen longer-term global performance if they lead countries to retreat from reform and openness.

'Global Economic Prospects 2008: Technology Diffusion in the Developing World' examines the state of technology in developing countries and the pace with which it has advanced since the early 1990s. It reveals both encouraging and cautionary trends. Although global growth has resumed, the recovery is fragile, and unless business and consumer demand strengthen, the world economy could slow down again. Even if, as appears likely, a double-dip recession is avoided, the recovery is expected to be slow. High unemployment and widespread restructuring will continue to characterize the global economy for the next several years. Already, the crisis has provoked large-scale human suffering. Some 64 million more people around the world are expected to be living on less than a $1.25 per day by the end of 2010, and between 30,000 and 50,000 more infants may have died of malnutrition in 2009 in Sub-Saharan Africa, than would have been the case if the crisis had not occurred. Over the medium term, economic growth is expected to recover. But increased risk aversion, a necessary and desirable tightening of financial regulations in high-income countries, and measures to reduce the exposure of developing economies to external shocks are likely to make finance scarcer and more costly than it was during the boom period. As a result, just as the ample liquidity of the early 2000s prompted an investment boom and an acceleration in developing-country potential output, higher costs will likely yield a slowing in developing-country potential growth rates of between 0.2 and 0.7 percentage points, and as much as an 8 percent decline in potential output over the medium term. In the longer term, however, developing countries can more than offset the implications of more expensive international finance by reducing the cost of capital channeled through their domestic financial markets. Abstract: This year's study focuses on the effects of globalization on developing countries and the growing divide between fast and slow-integrating economies. The pace of global economic integration continues to accelerate dramatically. In the ten years from 1985 to 1994, the ratio of world trade to GDP rose three times faster than during the previous decade. During this same ten-year period, foreign direct investment (FDI) doubled as a share of global GDP. Developing countries also participated extensively in the acceleration of global integration. A closer look, however, reveals sharp disparities between countries. Though developing countries in the aggregate kept pace with the world rate of trade integration, the ratio of trade to GDP actually fell in some 44 out of 93 developing countries in the last ten years. There were similar disparities in the distribution of FDI: two-thirds of total FDI went to just eight developing countries; half received little or none. This trend is likely to continue. Projections indicate that trade and investment will accelerate in those countries which open up to the global economy, and stay stagnant in those that do not. At the same time, there has never been a better time for developing countries to integrate. Projected generally favorable conditions in the global economy, including stable energy prices, low interest rates and inflation, and improved communications and transportation technology, have created an environment conducive to market liberalization. Moreover, traditional obstacles to developing country integration, such as high tariff barriers, are falling rapidly. Many developing countries in every part of the world have successfully pursued policies of greater openness to the global economy, and there is much to learn from their experience. The report documents the evidence, provides case study analyses, and makes recommendations about best-practice approaches to market liberalization, especially in the areas of trade and commodities. For many developing countries, successful globalization depends on fundamental economic reform, requiring difficult policy decisions that often lead to real short-term dislocation. These costs must be acknowledged from the outset, and the effects carefully taken into account in the design of the programs. But the costs are manageable. In fact, openness to external trade and investment is often the necessary first step to solid, sustainable economic development.
