This book represents a conference organized by the Social Science Research Centre Berlin (WZB), the Alfred Herrhausen Society, The International Forum of the Deutsche Bank, and the Centre for the Analysis of Risk and Regulation (CARR) at the London School of Economics and Political Science (LSE) in November 2004 in London. Changes in statehood are one of the main indicators of a shift in the focus of governance onto the global level. This is manifested most clearly in the emergence and growing importance of actors that are no longer tied to national or state contexts in the traditional way, as with national parliaments, government ministries, or administrative bodies. The age of global governance is an age of international actors, such as the WTO, and of non-state actors, such as non-governmental organizations (NGOs) and transnational corporations (TNCs). The aim of the conference was to take a closer look at these non-state actors, the scope of their activities, the way they operate, and the extent to which they are perhaps more appropriately classified as "governance actors", given their function as regulators and standard setters, tasks more traditionally associated with the state.

Structures and processes occurring within and between states are no longer the only – or even the most important - determinants of those political, economic and social developments and dynamics that shape the modern world. Many issues, including the environment, health, crime, drugs, migration and terrorism, can no longer be contained within national boundaries. As a result, it is not always possible to identify the loci for authority and legitimacy, and the role of governments has been called into question. Civil Society anf International Governance critically analyses the increasing impact of nongovernmental organisations and civil society on global and regional governance. Written from the standpoint of advocates of civil society and addressing the role of civil society in relation to the UN, the IMF, the G8 and the WTO, this volume assess the role of various non-state actors from three perspectives: theoretical aspects, civil society interaction with the European Union and civil society and regional governance outside Europe, specifically Africa, East Asia and the Middle East. It demonstrates that civil society’s role has been more complex than one defined in terms, essentially, of resistance and includes actual participation in governance as well as multi-facetted contributions to legitimising and democratising global and regional governance. Non-state actors, such as international environmental organisations, business associations and indigenous peoples organisations, increasingly take on governance functions that can influence the delivery of global public goods. This thesis examines the roles of these actors in the field of global climate change governance. Specifically, the thesis examines why and how non-state actors are involved in global climate change governance, the governance activities that they may perform and are perceived to perform, and their views on climate change solutions. The thesis also discusses the implications of their roles for how authority is shared between states and non-state actors in global climate change governance. The research questions are addressed by triangulating several empirical methods. The results show that the roles of non-state actors are continuously evolving and depend on the changing nature of relations between state and non-state actors as well as efforts by non-state actors to expand their policy space by justifying and seeking recognition for their participation. Moreover, the findings point to the importance of differentiating between groups of non-state actors, as they represent diverse interests and have different comparative advantages across governance activities. Which non-state actors participate and to what extent therefore has implications for the effects of their involvement in global climate change governance. On the basis of a systematic assessment of a set of non-state actors, this thesis concludes that the key role-categories of non-state actors in global climate change governance are broadly: shapers of information and ideas, brokers of knowledge, norms and initiatives, and doers of implementing policies and influencing behaviours. Different non-state actors carry out activities within these role-categories to different extents. In addition to the empirical mapping of the roles of non-state actors in global climate change governance, this thesis contributes to two strands in the literature: one theoretical focusing on the authority and legitimacy of non-state actors in global environmental governance, and the other methodological, offering a toolbox that combines survey data with qualitative methods.

Why are non-state actors sometimes granted participation rights in international organizations? This book argues that IOs, and the states that compose them, systematically pursue their interests when granting participation rights to NSAs. This book demonstrates that NSAs have long been participants in global governance institutions, and that states and bureaucracies have not always resisted their inclusion. At the same time, this study encourages skepticism of the assumption that increasing participation should be expected with the passage of time. The result is a study that challenges some commonly held assumptions about the interests of IOs and states, while providing an interesting comparison of secretariat and state interests with regard to one particular aspect of IO institutional rule and practice: the participation of non-state actors.
