Securing the Global Economy explores how and why the G8 and other institutions of global governance deal with increasingly comprehensive and complex economic-security connections. These connections are explored from an interdisciplinary perspective, with economists, political scientists and those in the policy world bringing their insights to bear. Moreover, this volume explores this economic-security connection from a constitutional or institutional perspective. In a classical liberal spirit, it is concerned with the organizing principles of a liberal international economic order and the framework of rules that enables it to survive and flourish. Ökonomie, Note: 2,6, Hochschule für Politik München, Veranstaltung: Global Governance, Sprache: Deutsch, Abstract: In der vorliegenden Arbeit soll erörtert werden, ob zum einen die Gruppe der 8 strukturell dazu in der Lage ist eine grundsätzliche Reform der Weltwirtschafts- und Finanzarchitektur durchzusetzen und so eine Art „Weltwirtschafts-Finanzdirektorium“ darzustellen. Und zum anderen ob eine echte wirtschafts- und finanzpolitische Global Governance durch die G8 Chancen auf dauerhaften Bestand hat. Global Governance kann in Deutschland mit dem Begriff der „Weltordnungspolitik“ wiedergegeben werden und wurde einerseits durch eine Initiative von Willy Brandt 1990 populär (Comission on Global Governance), sowie von dem Politikwissenschaftler Rosenau geprägt: „governance without government“. Jedoch lehnen die Vordenker und Verfechter des Konzeptes Global Governance einen „Weltstaat“ oder eine „Weltregierung“ als „bürokratische Superbehörde“ ohne demokratische Legitimation kategorisch ab. „Global Governance ist somit nicht nur ein deskriptiver Begriff, sondern ein breiter analytischer Ansatz, der Politik unter den Bedingungen der Globalisierung anspricht:“ Dieser analytische Ansatz beschäftigt sich damit, welche Grundlagen, durch welche Mechanismen, nach wessen Interessen, durch wen entschieden werden. Unter diesem Gesichtspunkt handelt es sich bei Global Governance um Netzwerkverbindungen auf lokaler bis globaler Ebene, die auf der Vorstellung einer sozial gerechteren, finanziell stabileren und ökologisch verträglicheren Welt beruhen. Deshalb ist das elementare Thema des Global Governance Ansatzes aufgrund der zunehmenden Verflechtung und Vernetzung von Unternehmen auf der gesamten Welt: die Wirtschaft. Im Folgenden soll ein Blick auf die Struktur der G7/G8 Weltwirtschafts- und Finanzpolitik geworfen werden, die erheblichen Einfluss auf die internationale Ökonomie ausübt. „Die G8 Staaten erwirtschaften mehr als zwei Drittel des Weltsozialprodukts, sind für knapp die Hälfte des Welthandels verantwortlich, stellen dreiviertel der weltweiten Entwicklungshilfe und sind die größten Beitragszahler in den internationalen Organisationen.“ Die Gründung der Gruppe der 8 geht auf die siebziger Jahre zurück. Der Niedergang der hegemonialen Stellung der USA, der wirtschaftliche Aufschwung Japans und Europas, die internationalen Ölkrisen und der Zusammenbruch des Bretton-Woods-Systems fester Wechselkurse, führte den Staatschefs der westlichen Industrienationen damals die Interdependenz und damit die Verwundbarkeit ihrer Volkswirtschaften vor Augen.
