Measles and rubella vaccination is an integral part of immunization programmes worldwide, contributing to progress towards achieving global immunization goals and, more broadly, the Global Health Security Agenda and the United Nations Sustainable Development Goals (SDGs). Measles and rubella vaccination is also central to the Immunization Agenda 2030 (IA2030) by stimulating progress towards universal health coverage (UHC) and equity in immunization. This Strategic Plan 2012-2020 explains how countries, working together with the MR Initiative and its partners, will achieve a world without measles, rubella and congenital rubella syndrome (CRS). The Plan builds on the experience and successes of a decade of accelerated measles control efforts that resulted in a 74% reduction in measles deaths globally between 2000 and 2010. It integrates the newest 2011 World Health Organization (WHO) policy on rubella vaccination which recommends combining measles and rubella control strategies and planning efforts, given the shared surveillance and widespread use of combined measles-rubella vaccine formulations, i.e. measles-rubella (MR) and measles-mumps-rubella (MMR). The Plan presents clear strategies that country immunization managers, working with domestic and international partners, can use as a blueprint to achieve the 2015 and 2020 measles and rubella control and elimination goals.

Strengthening national immunization systems is an important goal in the WHO European Region as immunization saves lives. The WHO Regional Office for Europe launched a strategic plan in 2002 to eliminate measles and prevent congenital rubella infection, and in 2005 expanded it to include the elimination of rubella as well. This report indicates that, by the progress already made, these objectives are possible. It identifies key strategies and actions for countries to adopt, and indicators to use to measure progress, if they want to meet the targets by 2010.

The Measles Outbreaks Strategic Response Plan 2021- 2023 (MOSRP) envisions “A world where all countries are equipped with robust measles outbreak prevention, preparedness and response systems”. The primary goal is that countries prevent, prepare for, respond to and recover from measles outbreaks. The secondary goals are to improve surveillance so that outbreaks are rapidly detected and acted upon quickly, and to use outbreaks as entry points for strengthening routine immunization programmes and narrowing immunity gaps, leading to the prevention of future outbreaks. The MOSRP presents a 4-pronged strategy to ensure outbreak and emergency preparedness and timely and effective response to limit the spread of disease and reduce its consequences under the Measles and Rubella Strategic Framework 2021-2030 (MRSF): coordination, prevention, preparedness, response and recovery.
