Les économistes ont tendance à considérer la globalisation comme une bonne chose, alors que d'autres, dont souvent les pouvoirs publics, y voient une menace pour la stabilité et pour l'autonomie des politiques nationales. La régionalisation est, parfois, considérée comme un remède partiel à cette perte évidente de souveraineté mais, pour certains observateurs, elle est une part intégrante de la globalisation. Deux sujets de préoccupation nuancent cependant les effets de la globalisation : d'une part, dans les pays en développement, le fait qu'une partie de la population ne profitera pas de l'amélioration des échanges ; de l'autre, dans les pays industrialisés, l'acuité des problèmes causés par les difficultés d'ajustement du marché du travail. Cet ouvrage examine l'ensemble de ces questions, et souligne l'actualité d'un débat dont les enjeux sont déterminants.
