Además, el autor señala cómo en Colombia estos cambios se intensificaron a partir de la promulgación de la Constitución de 1991, a partir de la cual son desnacionalizados los marcos jurídicos nacionales e institucionales, planteando un desafío a las formas tradicionales de entender las instituciones nacionales.
