Despite its excesses and contradictions, globalization has lifted billions of people out of poverty, enabled scientific progress, and reduced conflict. Nevertheless, globalization is going through a deep crisis. Marco Magnani identifies four forces that are fueling the «great disconnect»: economic and technological trends are reshaping global value chains; do-mestic political dynamics are fostering closures in an attempt to protect national interests; external shocks (pandemics, wars, financial crises) are exposing the vulnerability of the global system; geopolitical objectives are encouraging to restrict relations to countries perceived as friends. In such a scenario, politics prevails over economics, regionalization increases, and the instability of international alliances soars, partly due to the proliferation of «free agent» countries seeking strategic autonomy. Fragmentation has high economic costs and it increases the risk of conflict. But it may also trigger a new globalization trend. The Arctic, the Under-water, Space and the Digital Revolution can be fronts of competition and dispute, or they can represent the new frontiers of cooperation. The world to come will largely depend on the ability of liberal democracies to defend and promote their values, abroad and at home. The hope is that the revival in the circulation of goods, services, capital, people and knowledge will consolidate rights and spread freedoms.

The pandemic has deepened existing trends in the international system, in particular the readjustment of alliances between nations and between regions. As spheres of influence disintegrate and reform, so national and regional security policies will change in unforeseen ways notwithstanding that individual state self-preservation will dominate policy choice. Three major dimensions are addressed. The first dimension is International Relations and Economy. The coronavirus has accelerated a global economic crisis comparable to those of 1929, 1987 and 2008. Are the major economic trading blocs moving to a war economy, and who might win or lose in this context? The second dimension of analysis is the growth of Information Communication. Hybrid and fragmented, especially in terms of the use of social media, the use of veiled threat and promoting discord in the form of providing provocative information on topics of the day can lead to conflict consequences and all its negative impacts. The third dimension is Geopolitical Reconfiguration. While world powers are always manoeuvring for an enhanced military and economic position, the pandemic offers new opportunities to capitalise on the changing power balance. In the 1980s, U.S. officials adopted tax and monetary policies that channeled huge new resources into Wall Street, which fueled a stock market boom. To increase profits and payouts to investors as stock prices soared, corporate managers consolidated businesses, outsourced manufacturing to low-wage countries, and adopted new technologies to increase productivity. Government officials then facilitated mergers and negotiated free trade agreements to speed the process of globalization. Wall Street became an engine of capital accumulation and a force for global change. These developments resulted in massive job losses and stagnant wages for most Americans. Meanwhile, tax cuts and the stock market boom created vast new wealth for the rich, and the top 10 percent seized 50 percent of all income in the United States. The result was growing economic inequality. During the decades that followed, globalization triggered regional economic crises, toppled governments, transformed societies, galvanized economic development in China, and created new forms of wealth and inequality around the world. The post-communist states of Central and Eastern Europe have gone from being among the world's most closed, autarkic economies to being some of the most export-oriented and globally integrated. While previous accounts have attributed this shift to post-1989 market reform policies, Besnik Pula sees the root causes differently. Reaching deeper into the region's history and comparatively examining its long-run industrial development, he locates critical junctures that forced the hands of Central and Eastern European elites and made them look at options beyond the domestic economy and the socialist bloc. In the 1970s, Central and Eastern European socialist leaders intensified engagements with the capitalist West in order to expand access to markets, technology, and capital. This shift began to challenge the Stalinist developmental model in favor of exports and transnational integration. A new reliance on exports launched the integration of Eastern European industry into value chains that cut across the East-West political divide. After 1989, these chains proved to be critical gateways to foreign direct investment and circuits of global capitalism. This book enriches our understanding of a regional shift that began well before the fall of the wall, while also explaining the distinct international roles that Central and Eastern European states have assumed in the globalized twenty-first century.
