While ports are traditionally considered national infrastructure sites that connect states to global markets, special economic zones and past free ports are portrayed as threats to national sovereignty. This book calls these narratives into question as it explores the history of planning Mumbai’s ports and free zones during periods of global and regional transition from the British Raj, to national independence, to economic liberalization. The book opens with a study of an unsuccessful plan hatched by merchants in 1833 to make Bombay a free port to deal with an emerging British India and the advent of free trade. The book ends with how India’s current special economic zones and emphasis on port expansion are part of broader goals to reposition India in transregional Asian trade, to connect Mumbai with northern India, and to enact local plans for a global city that threaten the very port that first connected Mumbai to the world. To understand the functionality of these port and zone projects beyond typical policy prescriptions, this book proposes portals of globalization as a spatial format that fosters processes of reterritorialization.

If It Was Not for Terrorism: Crisis, Compromise, and Elite Discourse in the Age of “War on Terror” aims to investigate questions regarding the hegemonic power that is exercised by elites (and mass media) through the discourse of “War on Terror.” The chapters in the volume provide case studies from a wide variety of geographies to debate questions regarding the construction of the meaning of “terrorism,” communication of collective identities and otherness, and media frames regarding the “War on Terror,” civil liberties, and government restrictions. In bringing this collection together, it was the editors’ intention to provide a venue for discussion of expressions and diverse concerns around the themes of media and terrorism from international and interdisciplinary perspectives. The edited volume is divided into two parts. The first part focuses on elite discourse about the definition of “terrorism” and discursive strategies involved in construction of “us” vs. “others.” The second part of the volume investigates issues related to media framing of the compromises that are deemed necessary for success in the “War on Terror.” At the same time, several chapters of this part also identify opportunities for resistance to hegemonic discourse.

In the monsoon regions of South Asia, the rainy season sustains life but brings with it the threat of floods, followed by a long stretch when little gainful work is possible and the threat of famine looms too. Beginning in the late nineteenth century, a series of interventions by the Indian government and other actors mitigated these conditions, thus enabling agricultural growth, encouraging urbanization and bringing about a permanent decrease in death rates. But these actions—largely efforts to ensure wider access to water—came at a cost to environmental sustainability. In Monsoon Economy, Tirthankar Roy explores the interaction between the environment and the economy in the emergence of modern India. Roy argues that the tropical monsoon climate makes economic and population growth contingent on water security. But in a water-scarce world, the means used to increase water security not only created environmental stresses but also made political conflict more likely. Highlighting the importance of water as a public good, the author critically analyses issues such as water quality in cities, the shift from impounding river water in dams and reservoirs to exploring groundwater, and the seasonality of a monsoon economy. He also draws economic lessons from India for a world facing environmental degradation.
