Biotechnologies developed over the past few decades have opened up a wide range of avenues and opportunities in diverse sectors, yet the scale of the today's global debate on genetically modified organisms (GMOs) and their application in agriculture is unprecedented. Furthermore, the scientific and policy bases for assessing and passing judgement on genetically engineered products are necessarily evolving as rapidly as the pace of evolution in biotechnology itself. Genetically modified (GM) foods have been at the center of a contentious debate. One side of the debate includes environmental groups like Greenpeace and Friends of the Earth, who are opposed to GM foods-these groups would like GM foods banned, or at the very least they want GM foods to be clearly labeled as such. On the other side of the debate are agribusiness companies like Monsanto and Syngenta, who view GM foods positively. They think GM foods help the environment and could help feed the malnourished. Both groups actively disseminate information on genetically modified foods. This dissertation reports on several results from experimental auctions where consumers actually had to purchase food products if they won the auctions. Consumers were able to accurately read the signals for which food was GM in experimental markets that emulated mandatory and voluntary GM-labeling regimes. This shows evidence that the U.S. has been prudent in not implementing a mandatory labeling policy for GM foods. Consumers place a large value on keeping non-GM foods free from any GM-material (not allowing a small "tolerance" for GM-material). Consumers did not place extra value, however, on a 1% tolerant food relative to a 5% tolerant food. This provides evidence that if the United States chooses a tolerance policy for GM-material, a 5% GM-tolerance may be better than a 1% tolerance. Currently the information available to consumers on GM foods is from interested parties. Chapter 4 shows that a third party source that provides verifiable information on GM foods could have a large annual value to U.S. consumers. This value is due to helping consumers make more informed choices. Verifiable information can also have value by preventing the non-adoption of socially useful inventions. This dissertation also shows that a majority of consumers would either trust the government, or an independent third party source for information on GM foods-so if a body is created to disseminate this information, a quasi-governmental organization may be the most trusted. This dissertation provides a look at many aspects of how information on genetically modified foods affects consumer behavior.

Food products with genetically modified (GM) ingredients are common, yet many consumers are unaware of this. When polled, consumers say that they want to know whether their food contains GM ingredients, just as many want to know whether their food is natural or organic. Informing consumers is a major motivation for labeling. But labeling need not be mandatory. Consumers who want GM-free products will pay a premium to support voluntary labeling. Why do consumers want to know about GM ingredients? GM foods are tested to ensure safety and have been on the market for more than a decade. Still, many consumers, including some with food allergies, want to be cautious. Also, GM crops may affect neighboring plants through pollen drift. Abstract: This study conducts a multi-country survey on consumer acceptance of genetically modified (GM) foods in the United States and Taiwan and an experimental auction in Japan to estimate consumers' willingness to pay a premium for non-GM foods and/or their willingness to accept a discount on GM foods. The first essay reports results from a U.S. national telephone survey. The survey questionnaire involves stated preference (SP) questions of vegetable oil, cornflakes, and salmon. American consumers are generally accepting of GM foods. Among the determinants of choice, subjective variables such as perception of benefits and risks and level of knowledge are important. The estimated mean non-GM premiums are, respectively, 44.5%, 35.7%, 38.1%, and 56.9% of the base price to avoid GM vegetable oil, GM cornflakes, GM-fed salmon, and GM salmon. The SP question takes account of indifferent respondents. The second essay is based on the Taiwanese telephone survey. Taiwanese consumers indicate positive attitudes toward GM foods as compared to American consumers. The mean non-GM premium and the mean GM discount are estimated, and the equality between the two mean values is tested. We find no evidence against the equality, which indicates that Taiwanese consumers consider non-GM and GM foods to be substitutable. We also examine the effect of initial non-GM/GM choice on the propensity to switch alternatives given the price increase or discount. We find that the willingness to switch is different between the non-GM and GM choosers because the two groups have different choice criteria. The third essay studies Japanese consumers' willingness to pay a premium for non-GM foods based on the experimental auctions. We find that Japanese consumers are not too opposed to GM foods, and the estimated GM discounts are 37% for canola oil and 44% for natto (a soy product), which indicates that Japanese consumers are willing to accept GM foods if they are sufficiently discounted. We test the equality between the mean willingness to accept from the experiment and that from a stated preference question but find no evidence against the equality to conclude that hypothetical bias does not always exist.
