En 1880, cuando Buenos Aires fue federalizada, era una pequeña ciudad de 300.000 habitantes, concentrada en torno a la Plaza de Mayo y el puerto. En la concepción de algunos políticos y académicos de la época, su Municipalidad no debía constituir un gobierno propiamente dicho, sino una administración destinada a resolver los asuntos comunes de sus vecinos-contribuyentes. En 1996, cuando logró su autonomía, Buenos Aires era ya una metrópolis de 10.000.000 de habitantes, que se extendía por fuera de sus límites jurisdiccionales. La Constitución de la Ciudad Autónoma de Buenos Aires estipuló la continuación de la Municipalidad por el Estado de la Ciudad Autónoma de Buenos Aires, en manos del Gobierno de la Ciudad. Entre estos dos límites temporales, Buenos Aires ha sido a la vez una y muchas. Su desenvolvimiento urbano y demográfico se desplegó en medio de las inestabilidades políticas e institucionales de la Argentina del siglo XX. Entre fines del siglo XIX y nuestros días, gobernar Buenos Aires fue un problema que las elites políticas, académicas y expertas enfrentaron de diversas maneras, condicionadas por las demandas populares y las coordenadas socio-políticas y urbanas de cada momento. ¿Qué es Buenos Aires? ¿Quiénes son sus legítimos integrantes? ¿Cómo gobernarla? ¿Quiénes deben hacerlo? The Creation of Modern Buenos Aires examines the impact of civic associations on the culture and the society of Buenos Aires and their ties to politics in the first decades of the twentieth century. The period saw the emergence of the modern political system with true appeals to the voters, tremendous urban growth, and the solidification of a barrio identity. Historian Joel Horowitz examines four types of organizations: football clubs, bibliotecas populares (popular libraries), sociedades de fomento (development societies that pushed for barrio improvements), and universidades populares (popular universities that provided practical training beyond the primary school level). All four types became important social centers and were connected to the political world. The book focuses on the period from the passage of a voting reform law in 1912, which made male-citizen voting obligatory and fraud more difficult, to the military coup of 1943. The book shows how civic associations helped create the social world of the city, focusing especially on the part they played in the development of the sense of barrio. It demonstrates how civic associations became vital links in the system of politics that emerged, creating spaces for politicians to build connections to different communities.

This is a social and political history of the Argentine landowners, for many decades Latin America's most affluent propertied class. Roy Hora develops a historically based view of how socio-economic and political change affected the landowners and was in turn affected by them between the 1860s and 1940s. He questions the excessively static picture of the landowners of the pampas, which unquestioningly accepts the image of power, lineage, and permanence given by both panegyrists and critics of the estancieros. Dr Hora challenges the view of a powerful, reactionary landed class, dominating the country's history from colonial times to the rise of Peronism in the 1940s. But he also challenges revisionist interpretations which seek to de-emphasize the central role played by the landowning class in the evolution of modern Argentina.
