En Europe, le temps des conquérants est révolu, l'unité du continent n'est plus fondée sur la force. Depuis 1950, l'union résulte de la seule libre volonté des Etats et des peuples; ne sont exclus que ceux qui veulent s'en exclure ou ceux qui sont jugés insuffisamment démocratiques. Parce que la construction européenne se fait sur la base du volontariat, elle est nécessairement progressive et, le succès appelant le succès, l'élargissement de l'Europe s'effectue par vocation contagieuse. Mais le succès, on le sait, induit des risques et on ne peut gouverner l'Europe à 25 comme on gouvernait l'Europe des Six. Comment alors construire une bonne gouvernance dans une Europe ainsi élargie et bien intégrée dans de nombreux domaines? S'interroger sur la gouvernance et les gouvernants, c'est s'interroger aussi sur les gouvernés et leur façon de recevoir, d'accepter ou de rejeter les décisions venues "d'en haut ". C'est poser la question de la relation entre le "eux "et le "nous", analyser les structures identitaires en Europe, réfléchir sur le "déficit démocratique" de l'Europe si souvent mis en avant dans les débats politiques. Telle est bien la première originalité du présent ouvrage: croiser les deux problématiques, celle de la gouvernante et celle de l'identité. La démarche consiste à considérer comme vide toute réflexion sur la bonne gouvernance européenne qui ne s'accompagne pas d'une réflexion sur le vécu concret des Européens, sur le jeu de leurs identités plurielles dans la relation qu'ils ont avec les autorités qui les régissent. Sur cette double problématique, l'ouvrage entend développer - c'est sa seconde originalité -une approche pluridisciplinaire, réunissant linguistes, juristes, économistes, politistes, historiens et géographes. Précisément, l'Europe ne pourra gagner en légitimité démocratique que si elle fait mieux coïncider la multiplicité de ses instances de gouvernante avec la pluralité de ses identités Comme celles-ci sont à la fois complémentaires et contradictoires, la tâche sera à la fois facile et difficile. L'Europe ne se fera pas en un jour, la Constitution européenne non plus.
