This book uses the examples of local supply firms in China and Brazil and their connections to the global automotive industry to explore the nature of current global value chains. It argues that lead firms make use of product architecture to globalize their procurement and supply chain management and that they effectively restructure the global supply base by internationalizing the most capable supply firms, thereby creating oligopolies controlled by the lead firm. The book goes on to contend that some firms have gained such powerful positions that they have gained a degree of control over other firms without the necessity of ownership – altering the mechanics of governance. Also, it shows how, although some supply firms from emerging markets have utilized their business ties with western assembly firms to upgrade themselves within the global value chain, most are squeezed out through increased global competition. Overall, the book makes a major new contribution to the economic theory of governance.

Multinational enterprises (MNEs) dominate the governance of global value chains (GVCs), such that according to the concept of political corporate social responsibility (PCSR), they are responsible to address governance gaps throughout the chains, even at the level of their independent suppliers. In practice, MNEs often struggle to cope with the complexity of these governance gaps, and PCSR does not provide a clear definition nor offer guidance for how to analyze and address them. By adopting the notion of governance mechanisms from GVC literature, this study proposes a more nuanced view, in which governance gaps result from inactive, ineffective, or inequitable governance mechanisms adopted by relevant actors, rather than a complete absence of governance. MNEs, through their governance mechanisms, commonly create governance gaps. This study distinguishes different types of governance mechanisms to create a typology of governance gaps, such that it contributes to the literature on PCSR by offering a more refined understanding of governance gaps, along with a means to identify mechanisms to address them. Furthermore, it contributes to the literature on GVCs by defining governance-related terms and adding an ethical perspective on MNEs' global business conduct. To illustrate the typology, this article presents the case of low wages (below a living wage) for workers in the textile industry and efforts by H&M to deal with this governance gap.

During the 1980s the Marshallian concept of industrial district (ID) became widely popular due to the resurgence of interest in the reasons that make the agglomeration of specialised industries a territorial phenomenon worth being analysed. The analysis of clusters and IDs has often been limited, considering only the local dimension of the created business networks. The external links of these systems have been systematically under-evaluated. This book offers a deep insight into the evolution of these systems and the internal-external mechanism of knowledge circulation and learning. This means that the access to external knowledge (information or R&D cooperative research) or to productive networks (global supply chains) is studied in order to describe how external knowledge is absorbed and how local clusters or districts become global systems. It provides a unified approach; showing that existing capabilities expand when locally embedded knowledge is combined with accessible external knowledge. In this view, external knowledge linkages reduce the danger of cognitive ‘lock-in’ and ‘over-embeddedness’, which may become important obstacles to local learning and innovation when technological trajectories and global economic conditions change.
