Roberto E. Barrios presents an ethnographic study of the aftermaths of four natural disasters: southern Honduras after Hurricane Mitch; New Orleans following Hurricane Katrina; Chiapas, Mexico, after the Grijalva River landslide; and southern Illinois following the Mississippi River flood. Focusing on the role of affect, Barrios examines the ways in which people who live through disasters use emotions as a means of assessing the relevance of governmentally sanctioned recovery plans, judging the effectiveness of such programs, and reflecting on the risk of living in areas that have been deemed prone to disaster. Emotions such as terror, disgust, or sentimental attachment to place all shape the meanings we assign to disasters as well as our political responses to them. The ethnographic cases in Governing Affect highlight how reconstruction programs, government agencies, and recovery experts often view postdisaster contexts as opportune moments to transform disaster-affected communities through principles and practices of modernist and neoliberal development. Governing Affect brings policy and politics into dialogue with human emotion to provide researchers and practitioners with an analytical toolkit for apprehending and addressing issues of difference, voice, and inequity in the aftermath of catastrophes.

Governing Affects explores the neoliberal transformation of state governance in Europe towards affective forms of dominance exercised by customer-oriented neo-bureaucracies and public service providers. By investigating the rise of affective labour in contemporary European service societies and the conversion of state administrations into business-like public services, the authors trace the transformative power of neoliberal political thought as it is put into practice. The book examines new affective modes of subjectivation and activation of public employees, as well as their embodiment of affective requirements, to successfully guide and advise citizens. Neoliberalism induces a double agency in neo-bureaucrats: entrepreneurialism is coupled with affective skills for the purpose of governing clients in their own best interests. These competences are unevenly distributed between the genders, as their affective dispositions differ historically. Drawing on the theoretical concepts of Foucault and Bourdieu, the book offers innovative insights into recent processes of state transformation, affective subjectivation, and changes in labour relations. By combining theory building on governance with empirical research in key areas of state power, the book will be of interest to scholars and researchers in a broad range of disciplines, including political science, political sociology, and critical governance studies.

The challenge of explaining the emotions has engaged the attention of the best minds in philosophy and science throughout history. In this readable meditation on the nature of emotional experience, Joseph Jones takes the reader on a fascinating walking-tour of current research findings bearing on emotional development. Beginning with a nuanced reappraisal of Freud's philosophical premises, he argues that Freud's reliance on "primary process" as the means of linking body and mind inadvertantly stripped affects of their process role. Further, the resulting emphasis on fantasy left the problem of conceptualizing the mental life of the prerepresentational infant in a theoretical limbo. Affects as Process offers an elegantly simple way out of this impasse. Drawing in the literatures of child development, ethology, and neuroscience, Jones argues that, in their simplest form, affects are best understood as the presymbolic representatives and governors of motivational systems. So conceptualized, affects, and not primary process, constitute the initial processing system of the prerepresentational infant. It then becomes possible to re-vision early development as the sequential maturation of different motivational systems, each governed by a specific presymbolic affect. More complex emotional states, which emerge when the toddler begins to think symbolically, represent the integration of motivational systems and thought as maturation plunges the child into a world of loves and hates that cannot be escaped simply through behavior. Jones' reappraisal of emotional development in early childhood and beyond clarifies the strengths and weaknesses of such traditional concepts as infantile sexuality, object relations, internalization, splitting, and the emergence of the dynamic unconscious. The surprising terminus of his excursion, moreover, is the novel perspective on the self as an emergent phenomenon reflecting the integration of affective and symbolic processing systems.

Tomkins' magnum opus, Affect, Imagery, Consciousness, was published by Springer Publishing Company in four volumes over 30 years. When Tomkins began writing the book in the 1950's, American psychology was dominated by psychoanalytic and behaviorist theories - neither of which placed much importance on the role of basic emotions in everyday human behavior. Tomkins challenged the status quo by developing - over the span of nearly 2,000 pages -- a theory of consciousness and motivation that placed emotion at the core of the human experience. Because so few psychologists were studying emotion at that time, Tomkins drew liberally from other academic disciplines to help formulate his ideas and support his arguments: evolutionary biology, ethology, cybernetics, literature, philosophy, psychoanalysis, and neurophysiology, among others. In the process, Tomkins practically invented the field of "nonverbal behavior" through close observation of emotional expressions in people, including his own infant son. His work was a brilliantly eccentric pastiche of ideas that adhered to no strict disciplinary or ideological boundaries. In time, however, AIC came to prominence through the research of his disciples, notably Paul Ekman and Carroll Izzard, who went on to become major researchers in the psychology of emotion. Today, Tomkins's book is influential not just in psychology but in philosophy, sociology, communication studies, even in "affective computing.
