In most of the world, the transition from life to death is a time of intense presence of states and other forms of authority. Focusing on the relationship between bodies and sovereignty, Governing the dead explores how, by whom and with what effects dead bodies are governed in conflict and non-conflict contexts across the world, including an analysis of the struggles over 'proper burials'; the repatriation of dead migrants; abandoned cemeteries; exhumations; 'feminicide'; the protection of dead drug-lords; and the disappeared dead. Mapping theoretical and empirical terrains, this volume suggests that the management of dead bodies is related to the constitution and membership of states and non-state entities that claim autonomy and impunity.This volume is a significant contribution to studies of death, power and politics. In Governing the Dead, Linh D. Vu explains how the Chinese Nationalist regime consolidated control by honoring its millions of war dead, allowing China to emerge rapidly from the wreckage of the first half of the twentieth century to become a powerful state, supported by strong nationalistic sentiment and institutional infrastructure. The fall of the empire, internecine conflicts, foreign invasion, and war-related disasters claimed twenty to thirty million Chinese lives. Vu draws on government records, newspapers, and petition letters from mourning families to analyze how the Nationalist regime's commemoration of the dead and compensation of the bereaved actually fortified its central authority. By enshrining the victims of violence as national ancestors, the Republic of China connected citizenship to the idea of the nation, promoting loyalty to the "imagined community." The regime constructed China's first public military cemetery and hundreds of martyrs' shrines, collectively mourned millions of fallen soldiers and civilians, and disbursed millions of yuan to tens of thousands of widows and orphans. The regime thus exerted control over the living by creating the state apparatus necessary to manage the dead. Although the Communist forces prevailed in 1949, the Nationalists had already laid the foundation for the modern nation-state through their governance of dead citizens. The Nationalist policies of glorifying and compensating the loyal dead in an age of catastrophic destruction left an important legacy: violence came to be celebrated rather than lamented.

Mourning Remains examines the attempts to find, recover, and identify the bodies of Peruvians who were disappeared during the 1980s and 1990s counterinsurgency campaign in Peru's central southern Andes. Isaias Rojas-Perez explores the lives and political engagement of elderly Quechua mothers as they attempt to mourn and seek recognition for their kin. Of the estimated 16,000 Peruvians disappeared during the conflict, only the bodies of 3,202 victims have been located, and only 1,833 identified. The rest remain unknown or unfound, scattered across the country and often shattered beyond recognition. Rojas-Perez examines how, in the face of the state's failure to account for their missing dead, the mothers rearrange senses of community, belonging, authority, and the human to bring the disappeared back into being through everyday practices of mourning and memorialization. Mourning Remains reveals how collective mourning becomes a political escape from the state's project of governing past death and how the dead can help secure the future of the body politic.

The idea that war is going out of style has become the conventional wisdom in recent years. But in Only the Dead, award-winning author Bear Braumoeller demonstrates that it shouldn't have. With a rare combination of historical expertise, statistical acumen, and accessible prose, Braumoeller shows that the evidence simply doesn't support the decline-of-war thesis propounded by scholars like Steven Pinker. He argues that the key to understanding trends in warfare lies, not in the spread of humanitarian values, but rather in the formation of international orders--sets of expectations about behavior that allow countries to work in concert, as they did in the Concert of Europe and have done in the postwar Western liberal order. With a nod toward the American sociologist Charles Tilly, who argued that "war made the state and the state made war," Braumoeller shows argues that the same is true of international orders: while they reduce conflict within their borders, they can also clash violently with one another, as the Western and communist orders did throughout the Cold War. Both highly readable and rigorous, Only the Dead offers a realistic assessment of humanity's quest to abolish warfare. While pessimists have been too quick to discount the successes of our attempts to reduce international conflict, optimists are prone to put too much faith in human nature. Reality lies somewhere in between: While the aspirations of humankind to govern its behavior with reason and justice have had shocking success in moderating the harsh dictates of realpolitik, the institutions that we have created to prevent war are unlikely to achieve anything like total success--as evidenced by the multitude of conflicts in recent decades. As the old adage advises us, only the dead have seen the end of war.
