Excerpt: ... proposed to establish a board of conciliation composed equally of directors of the companies and employees, for consideration of matters in dispute with an appeal to arbitration whenever the trouble could not be settled by the board. This agreement was signed by all the representatives of both parties, and on November 7 the nation received the welcome news that there would be no strike. The agreement is terminable by a year's notice at the end of six years. The settlement, which is regarded as establishing LloydGeorge's reputation for tact and diplomacy, involves concessions by both sides. The companies are able to claim that they have not yielded to the demand for recognition of the union, but at the same time they bind themselves to compulsory outside intervention in disputes with their employees. Both sides profess satisfaction with the result. The president of the board of trade, the railway companies, the railway workmen and the nation are all to be congratulated on the happy termination of a very serious dispute. At the end of six years the companies will hardly be able, and will probably have no desire, to revert to the old policy of a lockout, nor will the employees be likely to propose a strike. By the time this agreement is tern1inable it will probably be true to say, in other countries as well as Great Britain, "The former things have passed away, " "We have changed all that"; and the incorporated monopoly that has "nothing to arbitrate, " that " can receive no committee from any other body looking to arbitration, " will be deemed an impediment to industrial and social progress requiring only to be removed out of the way. Another American engineer, (iliver Evans, had in 1804 constructed in Philadelphia a machine with the strange title, "Eructor Amphibolos," which, after moving a mile and a half over the streets of that city, was driven on to a boat, and there, through the means of a wheel at the stern of the boat, provided the power for moving it and its cargo for a distance of sixteen miles on the Schuykill River. To Evans is also due the far greater credit of having been the first in this country or abroad to invent and atent a high-pressure steam engine, his patent granted by the State of) Maryland May 21, 1787, having antedated the English patent of Trevethick and Vivian, which was issued in March, 1802, by nearly fifteen years. Indeed, Evans' influence in that direction, as opposed to that of Watts in England, who was and remained the advocate of low-pressure engines, resulted in the speedy development of steamboat service on our rivers and lakes, after Fulton had shown it to be commercially profitable, and in the general adoption in the United States of the high-pressure engine, without which things could not have gone on with us as ra idly as they did.
