Designing Public Procurement Policy In Developing Countries written by Murat A. Yülek and has been published by Springer Science & Business Media this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-12-29 with Science categories.

This book presents effective strategies for developing countries to leverage their public sector demand for manufactured imports to promote industrialization, trade, and technology transfer. Technology transfer and its absorption is considered one of the most crucial and complicated challenges for developing countries, which are characterized by insufficient infrastructure, low technological intensity of the domestic capital stock, and high levels of manufactured imports. Which strategies and policy tools can governments employ to link demand with technology transfer, thereby enhancing absorption capacity and development in emerging economies? This book is part of a broader project launched by PGlobal Global Advisory and Training Services Ltd., in cooperation with Istanbul Commerce University (İTUCU) and the Scientific and Technological Research Council of Turkey (TÜBİTAK). The contributors to this book are policymakers, academicians, and experts who are working together to identify problems and develop policy recommendations for public procurement with respect to economic development. The book includes theoretical, empirical, and case study analyses of technology transfer mechanisms, public procurement policies, and countertrade and offset strategies. The lessons learned from these chapters will be of interest to both academics and policymakers concerned with technology transfer, industrial policy, and economic development.

In this book, nationally recognized public procurement experts Dolores Kuchina-Musina and Benjamin McMartin present a comprehensive analysis of the alternative contract vehicles used to promote innovation in the United States (US). Kuchina-Musina and McMartin begin by introducing the innovation policy environment in the US, addressing current trends in the workforce, decreased investment in research and development (R&D), and how technology is increasing at a rapid speed. They then go on to discuss key terms and subjects to show how public procurement and innovation policy are tied together. Diving deeper, Kuchina-Musina and McMartin examine the pathways the federal government uses such as the Federal Acquisition Regulations (FAR) part 12 acquisition, a review of the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, and non-FAR-based contract overview with a specific focus on Other Transaction Authorities (OTA). Using the new Department of Defense (DoD) prototype OTA that was enacted in November 2015, Kuchina-Musina and McMartin conclude by presenting a methodology for examining the effectiveness of OTs. Specifically, they show the way the government is evaluating the DoD statute and discussions on some of the additional guidance the DoD uses to implement this authority. Bringing academic literature on innovation policy and applying it to the practitioner environment, Public Procurement for Innovation provide its audience an understanding of models, methods, and techniques the US uses to promote the development of innovative technologies and products. Clearly written and impeccably researched, the book fills a huge void in the literature on public procurement.

This book explores innovation in the U.S. construction-related industries (i.e., design services, construction, building materials and products manufacture, and facilities operation and maintenance) and recommends a strategy for fostering new technology. These industries account for about ten percent of the U.S. economy; federal agencies themselves spend some $15 billion annually on construction. A government strategy based on federal agencies that encourage applications of new technology for their own projects, activities to enhance the pursuit and effective transfer of new technology to the U.S. private sector, and increased support for targeted efforts to develop new technologies in specific areas will yield many benefits. These include better cost, quality, and performance in government facilities, generally improved quality of life, and enhanced U.S. industrial competitiveness in international markets.

Public Technology Procurement and Innovation studies public technology procurement as an instrument of innovation policy. In the past few years, public technology procurement has been a relatively neglected topic in the theoretical and research literature on the economics of innovation. Similarly, preoccupation with `supply-side' measures has led policy-makers to avoid making very extensive use of this important `demand-side' instrument. These trends have been especially pronounced in the European Union. There, as this book will argue, existing legislation governing public procurement presents obstacles to the use of public technology procurement as a means of stimulating and supporting technological innovation. Recently, however, there has been a gradual re-awakening of practical interest in such measures among policy-makers in the EU and elsewhere. For these and other related measures, this volume aims to contribute to a serious reconsideration of public technology procurement from the complementary standpoints of innovation theory and innovation policy.

The Tender Ship written by SQUIRES and has been published by Springer Science & Business Media this book supported file pdf, txt, epub, kindle and other format this book has been release on 1986 with Business & Economics categories.

Unsurprisingly, Arthur Squires presents us with a remarkable book. Unsurprisingly because this is a remarkable man - accomplished engineer, gifted musician, sensitive humanist, talented teacher, analytical observer, felicitous writer - altogether a man with the kind of breadth and depth that we rarely produce these days, and even more rarely tolerate in an age that worships specialization. Professor Squires has done a great many things in his life and has thought deeply about his experiences. The book that follows radiates not only that ongoing process of reflection, but also a dazzling range of reading and a lifetime of conversations with colleagues and bosses, mentors and students, wise men and fools. What he has produced is that rare specimen indeed - a book that is a pleasure to read and that needs to be read by every informed citizen. The Tender Ship focuses on the intersection of the most vital questions that confront American society - or indeed any modern, industrial society, however defined. No historical example exists of a society that has reached such a status without creating bureaucracies to manage its public and private sectors. Maintenance of national well-being depends, at least in part, on a nation's ability to generate and adopt the technology necessary to maintain economic competitiveness and, in the case of the United States, a credible force with which to defend ourselves and our allies.
