L’ebook nasce dall’analisi delle casistiche affrontate dall’autore nella sua lunga esperienza maturata nell’ambito della gestione dei rifiuti, collegata ai servizi pubblici e alla fiscalità locale. Il testo si compone di due capitoli che affrontano alcune tematiche inerenti alla gestione pubblica dei rifiuti urbani. In particolare, viene esaminata, sotto più profili, la pianificazione (nazionale del Programma Nazionale di Gestione; regionale o di macro-area dei Piani; quella degli Ambiti Territoriali Ottimali, ecc.) dei rifiuti urbani, collegata a: governance e servizi pubblici; impianti intermedi; problematica che deriva dai flussi dei rifiuti; particolarità di alcune tipologie di rifiuti (soprattutto quelli di cui al codice EER «191212»); classificazione. Anche le operazioni di recupero-riciclaggio e di smaltimento sono disaminate e svelate nei loro passaggi, come pure gli effetti dei raggiungimenti degli obiettivi stabiliti a livello europeo e nazionale. Vengono inoltre affrontate ulteriori e connesse questioni che - di primo acchito - forse paiono astratte, ma che invece sono implicate nelle istanze autorizzative; nelle nuove iniziative impiantistiche e dei servizi dei soggetti pubblici e privati; nelle scelte di mercato (limiti, libertà, inclusione, esclusione, ecc.); nel bilanciamento degli interessi e della concorrenza; nel dimensionamento degli ATO e dei loro Enti di governo, altresì dei servizi pubblici locali; nei diversi moduli e modelli gestionali di progettazione-organizzazione-erogazione del servizio. Tutti gli argomenti vengono illustrati e trattati non solo alla luce della normativa e della giurisprudenza vigente, ma anche dell’agire pratico.

"The International Resource Panel (IRP) was established to provide independent, coherent and authoritative scientific assessments on the use of natural resources and their environmental impacts over the full life cycle. The Panel aims to contribute to a better understanding of how to decouple economic growth from environmental degradation while enhancing well-being. The Secretariat is hosted by the United Nations Environment Programme. IRP assessments demonstrate the opportunities for governments, businesses and wider society to work together to create and implement policies that ultimately lead to sustainable resource management, including through better planning, technological innovation and strategic incentives and investments. Materials are vital to modern society, but their production is an important source of greenhouse gases. Emissions from material production are now comparable to those from agriculture, forestry, and land use change combined, yet they have received much less attention from the climate policy community. The IPR authors propose looking beyond energy efficiency to reduce global carbon footprint. This report was developed by the IRP in response to a request from the Group of 7. It conducts a rigorous assessment of the contribution of material efficiency to GHG abatement strategies. More concretely, it assesses the potential reduction of GHG emissions from material efficiency strategies applied in residential buildings and light duty vehicles, and reviews policies that address these strategies. The virtual inability to open new hazardous waste management facilities in Canada and the United States stems directly from a form of community opposition so common and vehement that it is commonly identified as a syndrome: Not In My Back Yard (or NIMBY). Whether such facilities are proposed by governmental agencies or by private waste management firms, communities are usually shocked to learn that they have been selected to host these facilities and take collective action to thwart them. Such actions have blocked many poorly planned facilities and stimulated greater interest in preventive, waste reduction strategies. They have also, however, thwarted the adoption of new waste management technologies and created serious geographic inequities in the distribution of waste management responsibility across the two nations. Beyond NIMBY examines positive alternatives to prevailing approaches to siting and the familiar NIMBY outcomes. In particular, it shows that certain siting strategies in Canadian provinces and American states have created successful siting agreements, broad public support, and comprehensive systems of waste management and prevention. These strategies include continuous public involvement in waste policy deliberations, a commitment to pursue siting only among communities that volunteer after extended democratic dialogue, and extensive packages of economic compensation and assurances of safe, long-term facility management. Equally important are guarantees that any new facility will be only part of a broader waste strategy for a particular province, state, or region and will not be allowed to become a magnet for wastes from areas that have not taken serious steps to address their own waste problems. The book concludes with the suggestion that these strategies can be applied to other NIMBY-blocked proposals, such as siting for prisons, drug and alcohol treatment centers, and nursing homes.
