Lontano sia dagli impianti storici che privilegiavano le vicende politico-militari sia dalla storiografia critica e filologica, e attento piuttosto alle vicende delle classi in lotta, egli costruì una storia sociale e prese a modello il Mommsen, rovesciando però le conclusioni della Römische Geschichte.
