Lontano sia dagli impianti storici che privilegiavano le vicende politico-militari sia dalla storiografia critica e filologica, e attento piuttosto alle vicende delle classi in lotta, egli costruì una storia sociale e prese a modello il Mommsen, rovesciando però le conclusioni della Römische Geschichte. Ma altri popoli, trascinati dall'esempio dei Vennoneti, che avevan fama di essere una delle genti alpine più ardimentose, si erano levati in armi: i Trumplini, nella Val Trompia, le numerose tribù dei Leponzi che occupavano le moderne Alpi Lepontine, cioè tutte le valli italiane e svizzere sboccanti sul lago Maggiore e sul lago d'Orta; i Reti e i Vindelici, che con numerose e bellicose tribù occupavano la vasta regione dei Grigioni, del Tirolo, giù giù per la pianura bavarese sino al Danubio. Il centro delle Alpi era in fiamme; e se ad occidente l'incendio si era fermato al limite del grande vuoto fatto dalla spada romana nella valle dei Salassi, una onda di rivolta si propagava dal centro per l'ossatura della immensa catena, sino alle Alpi Cozie, dove il fedelissimo Donno era morto e gli era successo in tempi così torbidi il figlio Cozio, meno esperto e meno sicuro; sin tra le rozze e indomite genti liguri delle lontane Alpi marittime. Nelle vallate alpine si erano rifugiati tutti i logori avanzi delle razze che avevano abitata la pianura: Liguri, Iberici, Celti, Etruschi, Euganei; e là si erano mescolati, imbarbariti, sterminati a vicenda e difesi insieme contro gli invasori del piano e contro Roma, la quale non aveva fatte che rare e intermittenti apparizioni nel maggior numero delle vallate.
