In the period between the 1770s and 1840s, through the process of colonial state formation, the early colonial state in India was able to harness and extract vast amounts of agrarian wealth in north India. However, little is known of the histories of the Indian scribes and the role they played in shaping the early patterns of British colonial rule. This book offers a new way of interpreting the colonial state’s origins in north India. It examines how the formation of early agrarian revenue settlements exacerbated an extant late Mughal taxation tradition, and how the success of British power was shaped by this extant paper-oriented revenue culture. It goes on to examine how the service and cultural histories of various Hindu scribal communities fit within broader changes in political administration, taxation, patterns of governance and a shared Indo-Islamic administrative culture. The author argues that British power after the late eighteenth century came as much through bureaucratic mastery, paper and taxes as it did through military force and commercial ruthlessness. The book draws upon private family papers, interviews and Persian sources to demonstrate how the fortunes of scribes changed between empires, and the important role they played at the height of the British Raj by 1900. Offering a detailed account of how agrarian wealth provided the bedrock of the colonial state’s later patterns of administration, this book is a unique and refreshing contribution to studies in South Asian History, Governance and Imperialism.

Britain’s East India Company ruled enclaves of land in South Asia for a century and a half before that. For these 300 years, conquerors and governors projected themselves as heroes and improvers. The British public were sold an image of British authority and virtue. But beneath the veneer of pomp and splendour, British rule in India was anxious, fragile and fostered chaos. Britain’s Indian empire was built by people who wanted to make enough money to live well back in Britain, to avoid humiliation and danger, to put their narrow professional expertise into practice. The institutions they created, from law courts to railway lines, were designed to protect British power without connecting with the people they ruled. The result was a precarious regime that provided Indian society with no leadership, and which oscillated between paranoid paralysis and occasional moments of extreme violence. The lack of affection between rulers and ruled finally caused the system’s collapse. But even after its demise, the Raj lives on in the false idea of the efficacy of centralized, authoritarian power. Indians responded to the peculiar nature of British power by doing things for themselves, creating organisations and movements that created an order and prosperity of its own. India Conquered revises the way we think about nation-building as much as empire, showing how many of the institutions that shaped twentieth century India, Pakistan and Bangladesh were built in response to British power. Early Revenue History of Bengal and the Fifth Report, 1812 was the outcome of a series of four lectures delivered at the Dacca College by the distinguished Bengali civil servant, F.D. Ascoli. This book looks at democracy promotion as a form of foreign policy. Elliott asks why democracy was seen to be the answer to the 7/7 bombings in London, and why it should be promoted not in Britain, but in Pakistan. The book provides a detailed answer to these questions, examining the logic and the modes of thinking that made such a response possible through analysis of the stories we tell about ourselves: stories about time, history, development, civilisation and the ineluctable spread of democracy. Elliott argues that these narratives have become a key tool in enabling practices that differentiate selves from others, friends from enemies, the domestic from the foreign, civilisation from the barbarian. They operate with a particular conception of time and constitute a British, democratic, national identity by positing an "other" that is barbaric, alien, despotic, violent and backward.
