The purpose of this analysis report is to: document the effect of different water district management options on potential risks to water quality and other environmental, social, & financial management objectives; demonstrate the capability of the analytical tools available & to identify additonal needs; and identify the next steps required to develop a draft management plan. The analytical approach involved development of a geographic information system based database of information & modelling tools that integrate biotic & abiotic processes in the Greater Vancouver Water District watersheds and that relates them to possible threats to water quality. Ecological inventory data and watershed models were used to characterize existing & future condition of the watershed in terms of the potential risks to water quality posed by fine sediment yield, forest fires, and various forest health agents. Three landscape level management options were developed and analyzed under three scenarios: base-case (no major disturbance in the watershed), a large fire, and an outbreak of a major defoliator. Each management option contains a mix of forest management, erosion control, and access management strategies. The performance of each option is described using a common set of measures in four categories: water quality risk reduction, enviromental, financial, and social. Results are then presented for each scenario. The final chapter outlines next steps in the development of a management plan for the watershed along with long-term considerations for management planning.
