Of the 27 major armed conflicts that occurred in 1999, all but two took place within national boundaries. As an impediment to development, internal rebellion especially hurts the world's poorest countries. What motivates civil wars? Greed or grievance?Collier and Hoeffler compare two contrasting motivations for rebellion: greed and grievance. Most rebellions are ostensibly in pursuit of a cause, supported by a narrative of grievance. But since grievance assuagement through rebellion is a public good that a government will not supply, economists predict such rebellions would be rare. Empirically, many rebellions appear to be linked to the capture of resources (such as diamonds in Angola and Sierra Leone, drugs in Colombia, and timber in Cambodia). Collier and Hoeffler set up a simple rational choice model of greed-rebellion and contrast its predictions with those of a simple grievance model.Some countries return to conflict repeatedly. Are they conflict-prone or is there a feedback effect whereby conflict generates grievance, which in turn generates further conflict? The authors show why such a feedback effect might be present in both greed-motivated and grievance rebellions. The authors' results contrast with conventional beliefs about the causes of conflict. A stylized version of conventional beliefs would be that grievance begets conflict, which begets grievance, which begets further conflict. With such a model, the only point at which to intervene is to reduce the level of objective grievance.Collier and Hoeffler's model suggests that what actually happens is that opportunities for predation (controlling primary commodity exports) cause conflict and the grievances this generates induce dias-poras to finance further conflict. The point of policy intervention here is to reduce the absolute and relative attraction of primary commodity predation and to reduce the ability of diasporas to fund rebel movements.This paper - a product of the Development Research Group - is part of a larger effort in the group to study civil war and criminal violence. This book argues that political and economic inequalities following group lines generate grievances that in turn can motivate civil war. Lars-Erik Cederman, Kristian Skrede Gleditsch, and Halvard Buhaug offer a theoretical approach that highlights ethnonationalism and how the relationship between group identities and inequalities are fundamental for successful mobilization to resort to violence. Although previous research highlighted grievances as a key motivation for political violence, contemporary research on civil war has largely dismissed grievances as irrelevant, emphasizing instead the role of opportunities. This book shows that the alleged non-results for grievances in previous research stemmed primarily from atheoretical measures, typically based on individual data. The authors develop new indicators of political and economic exclusion at the group level, and show that these exert strong effects on the risk of civil war. They provide new analyses of the effects of transnational ethnic links and the duration of civil wars, and extended case discussions illustrating causal mechanisms.

Battle-Pieces and Aspects of the War (1866) is the first book of poetry published by American author Herman Melville. The volume is dedicated "To the Memory of the Three Hundred Thousand Who in the War For the Maintenance of the Union Fell Devotedly Under the Flag of Their Country" and its 72 poems deal with the battles and personalities of the American Civil War and their aftermath. Critics at the time were at best respectful and often sharply critical of Melville's unorthodox style. The book had sold only 486 copies by 1868 and recovered barely half of its publications costs.[1] Not until the latter half of the twentieth century did Battle-Pieces become regarded as one of the most important group of poems on the American Civil War.

The most influential recent work on the determinants of civil wars found the factors associated with the grievance motivation to be largely irrelevant. Our paper subjects the results of this empirical work to further scrutiny by embedding the study of civil war in a more general analysis of varieties of violent contestation of political power within the borders of the state. Such an approach, we argue, will have important implications for how we think theoretically about the occurrence of domestic war as well as how we specify our empirical tests. In the empirical model, the manifestation of domestic conflict range from low intensity violence and coups to civil war. Our multinomial specification of domestic conflict supports the hypothesis that diversity accentuates distributional conflict and thus increases the risk of civil war. We also find that democracies may be more efficient than autocracies in reducing the risk of civil war.
