Educated at Palermo, Rome and Heidelberg, the classical and economic historian Karl Julius Beloch (1845-1929) lived most of his life in Italy, becoming a professor extraordinarius of ancient history at the University of Rome in 1879. German scholars, notably Theodor Mommsen, criticised Beloch's work for his scepticism towards traditional material and his more subjective approach. In addition to important work on ancient demography, he produced this controversial yet influential opus, revised and published in four volumes between 1912 and 1927, in which he questions conventional views on Greek history. Each volume in its first part outlines historical events and in the second part goes into greater detail, emphasising Beloch's unique perspective. The first part of Volume 3 covers the period after Sparta's victory in the Peloponnesian War until Alexander the Great's conquest of Asia, revealing impacts on science, culture and social structures.

Durch die eigenthumliche Entwickelung Athens war der alte Gegensatz der Verfassungen im vollsten Mafse zum staatlichen Gegensatze geworden, und in dem selben Grade, wie die attische Gemeinde ihren Willen von allen Be schränkungen befreite und in rastloser Bewegung vorwärts schritt, war Sparta steifer und zuruckhaltender geworden; die Leitung seiner öffentlichen Angelegenheiten war immer engeren Kreisen anbeimge fallen, es war immer mehr ein Krieger und Beamtenstaat geworden, der seine Aufgabe nur darin sah, sich aller Neuerungen zu erwehren. Der Gegensatz der inneren Politik musste also auch in immer höhe rem Grade der Mittelpunkt der auswärtigen Politik, die Verfassungs frage immer mehr zu einer Machtfrage werden. Mit jedem Siege, welchen die demokratische Partei in einer griechischen Stadt ge wonnen hatte, ging dieselbe dem Einflusse der Spartaner verloren und trat aus der Reihe ihrer Bundesgenossen in die der Gegner über. Denn die Athener hatten ihrerseits eine gleiche Politik verfolgt. Sie hatten in der Ausbreitung demokratischer Verfassungen das wirk samsie Mittel erkannt, um die Insel und Kustenstaaten eng mit sich zu verbinden und Sparta hatte sich zu wiederholten Malen dazu ver stehen müssen, diese durch die Grundsätze der Demokratie in sich geeinigte Staatengruppe als eine zu Recht bestehende Macht in Griechenland anzuerkennenö. Diese Anerkennung war durch den Krieg aufgehoben; die ganze Macht des Staats, welcher sie erzwungen hatte, war zertrummert; Sparta hatte vollkommen freie Hand. Was konnten nun also seine Staatsmänner Anderes beabsichtigen, als die alte Politik endlich einmal in vollem Nafse durchzuführen, die antispartanischen Verfassungen gründlich zu beseitigen und jenen Gegensatz, der Spartas Macht immer gehemmt hatte, den ganzen Zwiespalt, welcher Griechenland in zwei Heerlager gespalten hatte, wo möglich für immer aufzubeben.
