The fluctuation of the size of the U.S. Army has varied greatly during the last 75 years, ranging from a high of over 11 million soldiers during World War II to approximately 480,000 just prior to the September 11th attacks. The deciding factor in determining the size of the U.S. Army has always been its ability to meet actual or perceived national threats. On 20 December 2006, President Bush announced that a larger U.S. Army was needed to address the existing "long struggle," The long struggle, more commonly known as the "long war," aptly describes the Global War on Terrorism. Since then, the Department of Defense announced that the U.S. Army will grow by 65,000 to a final end strength of 547,400 active duty troops. This policy change is welcomed but it is insufficient. In this era of surprise and uncertainty, the U.S. Army must grow to the Operation Desert Storm size of 780,000 active duty troops to defeat current and future threats as well as maintain the health of the force.

The U.S. Army Before Vietnam, 1953-1965, by Donald A. Carter, covers the period between the end of the Korean War and the initial deployment of ground combat troops to Vietnam. It describes the organizational and doctrinal changes the Army implemented as it attempted to digest the lessons of one conflict and to prepare the force for another. The pamphlet also discusses the service's efforts to maintain its position in national defense within the parameters of President Eisenhower's New Look strategic policy. A key issue for the Army was the question of how to prepare a force to operate on an atomic battlefield. In order to compete with the Air Force and the Navy for a diminishing defense budget, the Army had to show that it, too, was a modern, forward-thinking organization, prepared to integrate a new family of tactical atomic weapons into its organization and doctrine. The resulting experiment with the Pentomic division forced Army leaders to reexamine some of their most basic assumptions about future conflict. With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. Analyzes the cultural attitudes, political decisions, and institutions surrounding the maintenance of armed forces throughout American history While traditionally, Americans view expensive military structure as a poor investment and a threat to liberty, they also require a guarantee of that very freedom, necessitating the employment of armed forces. Beginning with the seventeenth-century wars of the English colonies, Americans typically increased their military capabilities at the beginning of conflicts only to decrease them at the apparent conclusion of hostilities. In Drawdown: The American Way of Postwar, a stellar team of military historians argue that the United States sometimes managed effective drawdowns, sowing the seeds of future victory that Americans eventually reaped. Yet at other times, the drawing down of military capabilities undermined our readiness and flexibility, leading to more costly wars and perhaps defeat. The political choice to reduce military capabilities is influenced by Anglo-American pecuniary decisions and traditional fears of government oppression, and it has been haphazard at best throughout American history. These two factors form the basic American “liberty dilemma,” the vexed relationship between the nation and its military apparatuses from the founding of the first colonies through to present times. This paper focuses on the formulation of doctrine since World War II. In no comparable period in history have the dimensions of the battlefield been so altered by rapid technological changes.
