The reader should grasp clearly the date at which this book was written. It was done in 1907: it appeared in various magazines as a serial in 1908 and it was published in the Fall of that year. At that time the aeroplane was, for most people, merely a rumour and the "Sausage" held the air. The contemporary reader has all the advantage of ten years' experience since this story was imagined. He can correct his author at a dozen points and estimate the value of these warnings by the standard of a decade of realities. The book is weak on anti-aircraft guns, for example, and still more negligent of submarines. Much, no doubt, will strike the reader as quaint and limited but upon much the writer may not unreasonably plume himself. The interpretation of the German spirit must have read as a caricature in 1908. Was it a caricature? Prince Karl seemed a fantasy then. Reality has since copied Prince Carl with an astonishing faithfulness. Is it too much to hope that some democratic "Bert" may not ultimately get even with his Highness? Our author tells us in this book, as he has told us in others, more especially in The World Set Free, and as he has been telling us this year in his War and the Future, that if mankind goes on with war, the smash-up of civilization is inevitable. It is chaos or the United States of the World for mankind. There is no other choice. Ten years have but added an enormous conviction to the message of this book. It remains essentially right, a pamphlet story--in support of the League to Enforce Peace. K.

From Hell Hawks! author Bob Dorr, Mission to Tokyo takes the reader on a World War II strategic bombing mission from an airfield on the western Pacific island of Tinian to Tokyo and back. Told in the veterans' words, Mission to Tokyo is a narrative of every aspect of long range bombing, including pilots and other aircrew, groundcrew, and escort fighters that accompanied the heavy bombers on their perilous mission. Several thousand men on the small Mariana Islands of Guam, Saipan, and Tinian were trying to take the war to the Empire—Imperial Japan—in B-29 Superfortresses flying at 28,000 feet, but the high-altitude bombing wasn't very accurate. The decision was made to take the planes down to around 8,000 feet, even as low as 5,000 feet. Eliminating the long climb up would save fuel, and allow the aircraft to take heavier bomb loads. The lower altitude would also increase accuracy substantially. The trade-off was the increased danger of anti-aircraft fire. This was deemed worth the risk, and the devastation brought to the industry and population of the capital city was catastrophic. Unfortunately for all involved, the bombing did not bring on the quick surrender some had hoped for. That would take six more months of bombing, culminating in the atomic bombs dropped on Hiroshima and Nagasaki. As with Mission to Berlin (Spring 2011), Mission to Tokyo focuses on a specific mission from spring 1945 and provides a history of the strategic air war against Japan in alternating chapters.

While the war quickly ground to a halt in its first few months, the skies above the Western Front became increasingly busy. The great powers had already been acquiring aircraft for potential uses, but given that aerial warfare had never been a major component of any conflict, it's understandable that few on either side had any idea what the planes were capable of doing. Furthermore, at the start of the war, all sides' aircraft were ill-equipped for combat mostly because the idea that planes might somehow fight was still a novel one, and the adaptations had not yet been developed that would allow the aerial battles later in the war. The Royal Air Force (RAF), Britain's legendary air arm, was born in the skies above the First World War. The British had previously used balloons for spotting and reconnaissance for decades, and in the years leading up to the war, planes started seeing military use. They mostly provided reconnaissance, though experiments were made in using them offensively. During the Boer War of 1899-1902, the British Army used the crews of helium-filled balloons to plot and help target artillery fire. But these were small, tentative steps. The first patent to fit a machine gun to a plane, taken out in 1910, had not yet led to active fighting vehicles, and there was no doctrine, no tactics, and no combat between massed air fleets. That changed during World War I, as the skies above the Western Front became the crucible in which the preceding fragments of aerial warfare were smelted in the white hot heat of war. For the British, this meant the creation of a large and unified flying force which by 1918 would become the RAF. A generation later, the RAF would get the lion's share of the credit for preventing Nazi Germany from conquering Britain in World War II. With the comfort of hindsight, historians now suggest that the picture was actually more complex than that, but the Battle of Britain, fought throughout the summer and early autumn of 1940, was unquestionably epic in scope. The largest air campaign in history at the time, the vaunted Nazi Luftwaffe sought to smash the RAF as a prelude to German invasion, leaving the British public and its pilots engaged in what they believed was a desperate fight for national survival. That's what it looked like to the rest of the world too, as free men everywhere held their breaths. Could these pilots, many not yet old enough to shave, avoid the fate of Poland and France? The fate of the free world, at least as Europe knew it, hung in the balance over the skies of Britain during those tense months. Of course, the RAF was also instrumental in other ways during the war. This study analyses the inherent dangers of relying too heavily, or solely, on one panacea technology to prosecute war strategy at the expense of other, essential capabilities. The historically sound pillars of military success (the sword, the shield, and the support) have given victory to those who have used all three in a balanced, synergistic manner. When, due to over-reliance on a single technology, one of these pillars is relegated to a lesser status, or when one is marginalized, the pendulum of the advantage may swing to the enemy, or the enemy may successfully force a pendulum swing to his advantage. Before and during World War II, the Air Corps' (and then Army Air Forces') unescorted, high-altitude, daylight precision bombing doctrine relied heavily on the B-17 weapons system to prosecute the industrial web strategy. This over-reliance on the B-17 weapons system technology slighted the shield pillar (long-range fighter escort) with devastating results as Germany was able to swing the pendulum of advantage in its favor. The post-World War II era witnessed heavy reliance on the technology of nuclear weapons. This reliance resulted in a weakening of not only the shield pillar but also the conventional sword. Hence, when the Vietnam War began, the Air Force was ill prepared to engage in non-nuclear conflict as North Vietnam was able to swing the pendulum of advantage in its favor. In 1989, the Air Force began using its newest technologically superior weapon - stealth. Used in three conflicts between 1989 and 1999, Air Force doctrinal thinking evolved from using the new weapon in solitude to packaging the weapon with other assets, thus balancing the pillars. While the F-117 shootdown over Serbia was a black eye for the USAF, it was not, in fact, due to over-reliance on the new technology. Global Strike Task Force, the latest attempt at doctrinal evolution, has at its core technological superiority vis-à-vis stealth, intelligence gathering, and horizontal integration of ISR, space, and strike assets. While it does not rely too heavily on one panacea technology, it may, in fact, marginalize one of the essential pillars of success. Unless the concept is carefully scrutinized, the ability to properly create its future force structure may, again, catch the Air Force ill prepared for a fight it did not envision.
