This volume, “Fertility of Immigrants: A Two-Generational Approach in Germany” by Dr. Nadja Milewski, is the sixth book of a series of Demographic Research Monographs published by Springer Verlag. Dr. Milewski is now working for the University of Rostock, but at the time she wrote the book, she was a research scientist at the Max Planck Institute for Demographic Research. The book is a slightly-revised version of her doctoral dissertation (“Fertility of Immigrants and Their Descendants in West Germany: An Event History Approach”), which she completed at the Max Planck Institute and submitted to the University of Rostock. She was awarded highest honors, summa cum laude, for her dissertation. As Professor Jan Hoem wrote in his review of Dr. Milewski’s dissertation, the research focuses on the patterns and levels of childbearing among immigrant women. Given Germany’s varied immigration experience with refugees, asylum seekers, guest workers, and foreign-born persons of German ancestry, Dr. Milewski’s topic is of particular interest, especially with regard to differences in the patterns and levels of childbearing among various kinds of immigrants to Germany vs. native-born Germans. Numerous empirical and theoretical studies of childbearing among immigrants to various countries have been published and Dr. Milewski carefully reviews them. While earlier studies have tended to be rather fragmentary, particularly for European populations, Dr. Milewski’s research provides a comp- hensive picture of the recent female fertility of post-war migrants and their desc- dants in West Germany, with an emphasis on migrants who came to Germany to work.

Steadily increasing life expectancy is one of the great achievements of industrialised societies over the last century. Life expectancy has not only been growing among the young and those reaching retirement age, but also, especially in recent decades, among people ages 80 and above. These improvements in life expectancy have led to the emergence of the so-called third age, when people retire, but are still you- ful, healthy and able to participate in society. Nevertheless, closer to the end of life, a fourth age of decrepitude and dependence on others has to be anticipated. - spite the postponement of functional limitations and severe disabilities into higher ages, the debate continues over whether the additional years gained are healthy years, or years with severe care need, particularly among the oldest old, the fastest growing segment of the population. Future improvements in life expectancy and the health status of the elderly will determine the need for care in the future. While different assumptions about these trends based on expert opinion or the extrapolation of past experiences can be made, there will always be a degree of uncertainty about future trends. A third - portant factor driving the extent of future care need is, however, already determined by the history of the past century and is embedded in the age structures of our populations.

Who, in 1945 and 1946, could have foreseen that the economic and social integration of the millions of Germans from the East expelled into West Germany after Wodd War II would largely be accomplished in a few years? And, who could have foreseen that many years after this accomplishment the political repercussions of the expulsions would go on? Yet, surprisingly enough, this is what has happened. In 1969, as usual, the major issues of the federal election campaign in West Germany hardly reflect any specific economic and social concerns of the expellees, not even those bruited about by the NPD (N ationaldemokratische Partei Deutschlands). At the same time, how ever, all the political parties vying in the campaign, with the exception of the newly founded, less influentialDKP (the new German Commu nist Party), pay considerable deference to the political interests of the expellees in the German question. Whether these interests represent the opinion of most of the expellees and whether the expellee associ ations in fact speak for many voters is another matter. Why are these questions rarely posed? Why, despite the economic and social integration of the expellees, do the East German Home land Provincial Societies - the Landsmannschaften - retain much influence? The explanation of this phenomenon becomes increasingly clear if one reads the intelligent and superbly documented analysis by Hans Schoenberg.
