Japanese encephalitis and West Nile viruses are members of the Japanese encephalitis serological group of the genus Flavivirus and therefore closely related genetically and antigenically. They share a number of properties, including the use of birds as their major wildlife maintenance host and Culicine mosquitoes for transmission, and they are both associated with severe human disease, as well as fatal infections in horses. The emergence of these two viruses, and their well-established propensity to colonise new areas, make it timely to re-examine their ecology, biology, molecular structure, replication and epidemiology, and these therefore provide the focus of this volume.

We’re pleased to welcome you to the Department of Political Science at the University of Bari “Aldo Moro” for the 7th Migration Conference. The conference is the largest scholarly gathering on migration with a global scope. Human mobility, economics, work, employment, integration, insecurity, diversity and minorities, as well as spatial patterns, culture, arts and legal and political aspects appear to be key areas in the current migration debates and research. Throughout the program of the Migration Conference you will find various key thematic areas covered in 598 presentations by 767 contributors coming from all around the world, from Australia to Canada, China to Colombia, Brazil to Korea, and South Africa to Norway. We are proud to bring together experts from universities, independent research organisations, governments, NGOs and the media. We are also proud to bring you opportunities to meet with some of the leading scholars in the field. This year invited speakers include Fiona B. Adamson, Markus Kotzur, Philip L. Martin, Karsten Paerregaard, Ferruccio Pastore, Martin Ruhs, Jeffrey H. Cohen, and Carlos Vargas Silva. Although the main language of the conference is English, this year we will have linguistic diversity as usual and there will be presentations in French, Italian, Spanish and Turkish. We have maintained over the years a frank and friendly environment where constructive criticism foster scholarship, while being nice improves networks and quality of the event. We hope to continue with this tradition and you will enjoy the Conference and Bari during your stay. Pellicani The Migration Conference Chairs The Migration Conference 2019 The Migration Conference is a global venue for academics, policy makers, practitioners, students and everybody who is interested in intelligent debate and research informed discussions on human mobility and its impacts around the world. The Migration Conference 2019 is the 7th conference in the series and co-organised and hosted by the University of Bari “Aldo Moro”, Italy and Transnational Press London. The Migration Conferences were launched at the Regent’s Centre for Transnational Studies in 2012 when the first large scale well attended international peer-reviewed conference with a focus on Turkish migration in Europe in Regent’s Park campus of Regent’s University London. This book explores the coming into being in European Union (EU) law of the fundamental right to personal data protection. Approaching legal evolution through the lens of law as text, it unearths the steps that led to the emergence of this new right. It throws light on the right’s significance, and reveals the intricacies of its relationship with privacy. The right to personal data protection is now officially recognised as an EU fundamental right. As such, it is expected to play a critical role in the future European personal data protection legal landscape, seemingly displacing the right to privacy. This volume is based on the premise that an accurate understanding of the right’s emergence is crucial to ensure its correct interpretation and development. Key questions addressed include: How did the new right surface in EU law? How could the EU Charter of Fundamental Rights claim to render ‘more visible’ an invisible right? And how did EU law allow for the creation of a new right while ensuring consistency with existing legal instruments and case law? The book first investigates the roots of personal data protection, studying the redefinition of privacy in the United States in the 1960s, as well as pioneering developments in European countries and in international organisations. It then analyses the EU’s involvement since the 1970s up to the introduction of legislative proposals in 2012. It grants particular attention to changes triggered in law by language and, specifically, by the coexistence of languages and legal systems that determine meaning in EU law. The linguistic integration of migrants affects every aspect of settling in a new country (employment, health, etc.). The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.

My interest in the 'refugee question' of the 1930s stemmed initially from time spent as an undergraduate at Manchester University, an interest which has been expanded, via a doctoral thesis, to the writing of this book. In wri ting about the German and Austrian refugees who fled to the Netherlands before the country was occupied in May 1940, the main aim has been to re turn the 'refugee question' of the 1930s into its pre-war context,a context from which it has often been dragged to provide an introduction to the events of the war period and the policies carried out by the Germans in oc cupied Europe. A study of the Netherlands provides the opportunity to look at refugees as a whole, not just as Jews, social democrats or communists, and also to examine the reaction and response of an European government to what was essentially a unique problem. I take great pleasure in recording my gratitude to the many people who have helped me in the course of my work. To the Dutch Ministerie van On derwijs en Wetenschappen and the Twenty-Seven Foundation for grants which enabled me to spend time in the Netherlands completing the research for this project, and to the British Acadamy for their financial assistance with publication costs. This book is the product of a collaborative effort involving partners from Africa, Asia, Europe and Latin America who were funded by the International Development Research Centre Programme on Women and Migration (2006-2011). The International Institute of Social Studies at Erasmus University Rotterdam spearheaded a project intended to distill and refine the research findings, connecting them to broader literatures and interdisciplinary themes. The book examines commonalities and differences in the operation of various structures of power (gender, class, race/ethnicity, generation) and their interactions within the institutional domains of intra-national and especially inter-national migration that produce context-specific forms of social injustice. Additional contributions have been included so as to cover issues of legal liminality and how the social construction of not only femininity but also masculinity affects all migrants and all women. The resulting set of 19 detailed, interconnected case studies makes a valuable contribution to reorienting our perceptions and values in the discussions and decision-making concerning migration, and to raising awareness of key issues in migrants’ rights. All chapters were anonymously peer-reviewed. This book resulted from a series of projects funded by the International Development Research Centre (IDRC), Canada.
